Public literacy policies in Brazil: analysis of the National Pact for the Literacy at the Right Age (PNAIC) program and the National Literacy Policy (PNA)

This article analyzes the intentions of the Literacy Policy in the National Pact for Literacy in the Right Age – PNAIC and in the National Literacy Policy – PNA. The research is bibliographical and documentary, with a qualitative approach. Its primary sources are Ordinance No. 867/2012 and Decree No. 9,7652/2019 and secondary sources are theorists dedicated to the object of study. It was found, in the PNAIC, even with relevant criticism, the relevance for the training of teachers, aiming at improving the quality of Literacy. In the still recent PNA, a setback in the history of Brazilian Literacy is identified when it resumes political and methodological concepts considered outdated and supports a single method for the appropriation of reading and writing.
