Teto como prática de inovação social

Resumo: The Civil Society come starring a significant move in the construction of autonomy and emancipation of society. Given this scenario, there is a need of innovation applied to social sector called social innovation where citizens went from a passive approach to social actors. The aim of this study was to examine whether the implementation of an intervention model focused on community development, through the construction of emergency housing, social empowerment programs and networking is a practice of social innovation. The methodological procedures were defined from the general and specific objective, the research paradigm is interpretive, the approach set out for this study is qualitative, as the approach is descriptive in relation to the procedures a case study was performed. Data collection took place from interviews with semi-structured, participant observation and document analysis. The main reference model used to analyze the categories was Tardif and Harrison (2005), which is already a recognized model in the scientific area and it was built from case studies by CRISES. The main results were: the analysis project TETO meets the theoretical and practical principles of social innovation, as the results show a large part of the elements of social innovation dimensions described in the Tardif and Harrisson model (2005) that guided this study. The scale of transformation, dimension of innovativeness dimension of innovation, scale processes meets the necessary requirements of social innovations. The research identified the TETO projects results in social and community housing; aid to households and services to residents; social inclusion; fight against poverty; innovations institutional network - health care and welfare, solidarity cooperatives; innovative environments as local networks of cooperation and exchange; rural and urban revitalization; local mobilizations; empowerment of local stakeholders; training of local leaders with the participation of civil society. The size of actors serves partially as not logged in partnership with institutional actors (State). also attended the features and concepts of social innovation models of different authors in the literature that were also listed in the project as in the case of autonomy, social emancipation and social transformation. Research involving social innovations are gaining more and more space in the academies thus strengthening the scientific interest in building theories that come from meeting the essential needs of human beings to live in community.

Diante desse cenário, surge a necessidade das inovações aplicadas ao setor social denominado de inovações sociais na qual os cidadãos passaram de uma postura passiva a protagonistas sociais. O objetivo deste estudo foi o de analisar se a implementação de um modelo de intervenção focado no desenvolvimento comunitário, via construção de moradias de emergência, programas de habilitação social e trabalho em rede é uma prática de inovação social. Os procedimentos metodológicos foram definidos a partir do objetivo geral e específicos, o paradigma de pesquisa é interpretativista, a abordagem definida para este estudo é a qualitativa, quanto ao enfoque é descritivo e no que diz respeito aos procedimentos foi efetuado um estudo de caso. A coleta de dados aconteceu a partir de entrevistas com roteiro semiestruturado, observação participante e análise documental. O principal modelo de referência adotado para análise das categorias foi Tardif e Harrisson (2005), que já é um modelo reconhecido na área científica e que foi construído a partir de estudo de casos pela CRISES. Os principais resultados foram: o projeto analisado (TETO) atende aos preceitos teórico e prático da inovação social, pois os resultados evidenciam uma grande parte dos elementos das dimensões de inovação social descritas no modelo de Tardif e Harrisson (2005) que orientou este estudo. A dimensão de transformação, dimensão de caráter inovador, dimensão de inovação, dimensão de processos atende aos requisitos necessários das inovações sociais. A pesquisa identificou nos projetos do TETO resultados na habitação social e comunitária; auxílio a domicílios e serviços para moradores; inserção social; luta contra a pobreza; inovações da rede institucional - serviços de saúde e bem estar, cooperativas de solidariedade; ambientes inovadores como redes locais de cooperação e de troca; revitalização rural e urbana; mobilizações locais; empoderamento, dos atores sociais locais; formação de lideranças locais com a participação da sociedade civil. A dimensão de atores atende parcialmente já que não se identificou parcerias com atores institucionais (Estado). Atendeu também as características e conceitos de modelos de inovação social de diferentes autores da literatura que também foram elencados no projeto como no caso de autonomia, emancipação social e transformação social.
