The consequences of poor sanitation are among the causes that most compromise the quality of life, social welfare and economic growth. Because it requires costly infrastructures and scarce resources, this service has in its technical and financial management its critical link. The need for operational transparency creates the need to prepare a project and, from this, a budget to make it technically and financially viable.In this context emerges as a research question: what aspects (criteria) to take into account in the management of the elaboration of Sewage Infrastructure Projects in a concessionaire in the south of Brazil, in order to create the conditions to obtain lower costs, shorter terms and desired quality of the works carried out, according to the perception of the manager? The objective of the research is: to build a multicriteria constructivist model, for the management of the elaboration of Sewage Infrastructure Projects in a concessionaire in the South of Brazil, in order to create the conditions to obtain lower costs, shorter terms and desired quality of the works carried out. It follows a constructivist, qualitative and quantitative approach, having as instruments for literature review the ProKnow-C, where a bibliographic portfolio was built with 20 articles aligned to the theme and highlighted, and for the construction of the model the methodology MCDA-C that allowed identify, organize, measure and integrate 31 criteria considered by the manager as essential to the management of sanitation projects. In the bibliographic research the most prominent work was that of Meng (2012), whose title is The effect of relationship management on project performance in Construction, published in the International Journal of Project Management in 2012, the most prominent author is Chan APC and the most relevant journals were the Journal of Construction Engineering and Management and the International Journal of Project Management. The model was built and illustrated for a Sanitation Company highlighting its highlights and vulnerabilities, and for them the model illustrates the process to identify and operationalize actions for its improvement, where four major areas of concern were found: i) Additive Terms ; ii) Deadlines; iii) Estimates; and iv) Learning, with the best performance of the Management in Study being in the area of concern Estimates, with 88,63 and the worst performance is in the area of concern Learning, with 35,58.
