Resumo: | This dissertation had as object of study an analysis of Distance Education in undergraduate degrees in Brazil in relation to the favorable and unfavorable arguments to its offer, being the research problem thus delimited as: what are the favorable and unfavorable positions to the offer of undergraduate courses to distance in Brazil? Its purpose was to develop a comparative study from the perspective of understanding the optimistic (favorable) and skeptical (unfavorable) arguments regarding the offer of Distance Education in Brazil. A bibliographic and documentary study was carried out, in the context of the research were the distance learning undergraduate dregrees. Data were collected through documents, books and a survey of scientific production on the theme from 2000 to 2017, in which it was possible to realize that compared to the expansion of the distance modality, there is little updated research on the subject. The investigative course was guided by two problematizations: what are the arguments in favor of offering distance learning degrees? And what are the unfavorable arguments for offering distance learning courses? The theoretical foundation of the study had as its analytical-interpretative horizon the dialectic. The main conclusions regarding the object of study show that both offerings have their limitations and possibilities, and referenced scholars often raise defense questions about attacks from positions contrary to their arguments, without analyzing the real advantage or disadvantage that offering distance learning will provide. In this sense, comparing and analyzing both arguments, it is concluded that Distance Education is here to stay, but it is extremely important that this type of teaching is a tool to complement the offer of classroom teaching and not a solution to the process of learning. teaching and learning. Educational Politics.Esta dissertação teve como objeto de estudo analisar a Educação a Distância nos cursos de graduação no Brasil com relação aos argumentos favoráveis e desfavoráveis à oferta, cujo problema de pesquisa foi assim delimitado: quais são as posições favoráveis e desfavoráveis à oferta de cursos de graduação a distância no Brasil? Sua finalidade foi desenvolver um estudo comparativo na perspectiva de compreender os argumentos otimistas (favoráveis) e céticos (desfavoráveis) com relação à oferta de Educação a Distância no Brasil. Realizou-se um estudo bibliográfico e documental, cujo contexto da pesquisa foram os cursos de graduação ofertados a distância. Os dados foram levantados através de documentos, livros e um levantamento de produção científica sobre a temática no período de 2000 a 2017, no qual foi possível perceber que em comparação à expansão da modalidade a distância, há poucas pesquisas atualizadas sobre a temática. O percurso investigativo foi orientado por duas problematizações: quais os argumentos favoráveis à oferta de cursos de graduação a distância? E quais os argumentos desfavoráveis à oferta de cursos de graduação a distância? A fundamentação teórica do estudo teve como horizonte analítico-interpretativo a dialética. As principais conclusões com relação ao objeto de estudo mostram que ambas as ofertas possuem suas limitações e possibilidades, e muitas vezes os estudiosos referenciados levantam questões de defesa sobre ataques de posições contrárias aos seus argumentos, sem analisar a real vantagem ou desvantagem que a oferta de Educação a Distância irá proporcionar.
