Plano de logística sustentável: uma análise sob a perspectiva da teoria da modernização ecológica

Resumo: Sustainable actions can be carried out in all institutions, whether public or private. But, when applied in higher education institutions (HEIs), these actions, because of the number of people affected, have a much greater multiplier effect. This is because the main function of HEIs is to generate knowledge and train future leaders. The present study aimed to analyze strategies and practices for operationalizing the Sustainable Logistics Plan (PLS) in a public higher education institution from the perspective of the Theory of Ecological Modernization (TME). A single case study was carried out at the Federal Institute of Santa Catarina (IFSC). The data were obtained from 36 interviews, of which 20 were interviews with Administrative Directors of the campuses and the rectory, and 16 interviews with members of the sustainability commissions of the campuses. The data were analyzed using the technique of content analysis and data triangulation. The results obtained showed how to apply TME in HEIs that have a PLS. Another finding of the work is that, although the TME is an essentially optimistic theory, the negative aspects are also important to be presented, as weaknesses were raised and these weaknesses showed the opportunities for advancement for the researched HEI. The main practices adopted at IFSC to operationalize PLS are environmental practices such as waste management and economic practices such as controlling water and energy consumption. In turn, the main strategies used by IFSC to apply the PLS are proactive strategies such as awareness actions and communication / dissemination actions. The results obtained also allowed to observe that the IFSC adopts the practices and strategies of sustainability foreseen in the legislation and literature. Despite this, it was found that the last published plan is 2017-2018. In addition, on its portal, there is no information on sustainability actions and / or plans. Based on the results of the study, actions were proposed to be built by management in order for the PLS to be fully applied. The practical applicability of the study is associated with the implementation of more actions and strategies that relate the PLS and the teaching, research and extension activities. On the campuses where this connection was made, the effect was very positive for the students and for the PLS management. The results also pointed out that it is necessary, in an HEI with many campuses, a central management that gives support and support to these campuses. As a result, the application of the plan, as a whole, will be more efficient, effective and effective. The results of the research showed that the IFSC PLS was an initiative, despite being imposing, quite fruitful. However, more or less two years ago, due to lack of staff and / or lack of institutional interest, the actions of the central commission and, consequently, the actions of the PLS were no longer directed. For this reason, it is imperative that the commission be resumed and, with that, the PLS, as a whole, be reactivated.

Mas, quando aplicadas em instituições de ensino superior (IES), essas ações, por causa do número de pessoas atingidas, têm um efeito multiplicador muito maior. Isso porque a função principal das IES é de gerar conhecimento e formar futuros líderes. O presente estudo visou analisar estratégias e práticas para operacionalização do Plano de Logística Sustentável (PLS) em uma instituição pública de ensino superior sob a perspectiva da Teoria da Modernização Ecológica (TME). Foi realizado estudo de caso único no Instituto Federal de Santa Catarina (IFSC). Os dados foram obtidos a partir de 36 entrevistas, sendo 20 entrevistas com Diretores Administrativos dos campi e reitoria, e 16 entrevistas com membros das comissões de sustentabilidade dos campi. Os dados foram analisados por meio da técnica análise de conteúdo e triangulação de dados. Os resultados obtidos evidenciaram como aplicar a TME em IES que tem um PLS. Outro achado do trabalho é que, apesar de a TME ser uma teoria essencialmente otimista, os aspectos negativos também são importantes de serem apresentados, pois foram levantadas fragilidades e, essas fragilidades mostraram as oportunidades de avanço para a IES pesquisada. As principais práticas adotadas no IFSC para operacionalizar o PLS são práticas ambientais como gestão de resíduos e práticas econômicas como controle do consumo de água e energia. Por sua vez, as principais estratégias utilizadas pelo IFSC para aplicar o PLS são estratégias proativas como ações de conscientização e ações de comunicação/divulgação. Os resultados obtidos também permitiram observar que o IFSC adota as práticas e estratégias de sustentabilidade previstas na legislação e literatura. Apesar disso, verificou-se que o último plano publicado é o 2017-2018. Além disso, no seu portal, não há nenhuma informação sobre ações e/ou planos de sustentabilidade. A partir dos resultados do estudo foram propostas ações a serem construídas pela gestão a fim de que o PLS seja plenamente aplicado. A aplicabilidade prática do estudo está associada a implantação de mais ações e estratégias que relacionem o PLS e as atividades de ensino, pesquisa e extensão. Nos campi em que houve essa conexão, o efeito foi muito positivo para os alunos e para a gestão do PLS. Os resultados também apontaram que é necessário, em uma IES com muitos campi, uma gestão central que dê apoio e suporte para esses campi. Com isso, a aplicação do plano, como um todo, será mais eficiente, eficaz e efetiva. Os resultados da pesquisa apontaram que o PLS do IFSC foi uma iniciativa, apesar de impositiva, bastante frutífera. No entanto, há, mais ou menos dois anos, por motivo de falta de pessoal e/ou por falta de interesse institucional, as ações da comissão central e, por consequência, as ações do PLS não tiveram mais um direcionamento.
