Evaluation proceedings in actions of distance education for health professionals: a Literature review

Resumo: | The increasing dissemination of distance education in recent deca-des has recognized the potential that educational processes would have when supported by technological resources. One of the central elements of building a distance learning course is the Educational Assessment Strategy. Thus, it is mandatory to investigate the assessment methodo-logies that are currently being used in Continuous Health Education, as a way to qualify future offers of courses and enable, with greater efficien-cy, the achievement of the learning objectives and development of com-petencies proposed in the training. The objective of the present study was to identify the educational assessment strategies adopted in profes-sional qualification actions for health workers in Brazil, carried out in the distance education modality at a national level. This is a documen-tary research, carried out through a review of the literature narrative. Data collection was carried out in January 2020, in the Virtual Health Library (VHL) and SciELO databases. A total of ten articles was consi-dered within the scope of the study, evaluating training (short courses), specializations and disciplines, offered both at the blended or distance modality. Target audience of the training courses comprised health professionals in hospitals, primary care, health promotion or education areas. Authors adopted different theoretical assessment approaches and levels of deepening, in which more traditional instruments prevailed, such as closed questionnaires, which predominantly assessed content satisfaction and learning, without significant progress in impact assess-ment. Two models were highlighted, considered to be a reference in the field of educational assessment: Kirkpatrick Model and the Integrated Model of Work Training Assessment (Impact). Assessment of educatio-nal processes for health professionals is a field that needs to be explored in greater depth, as it is difficult to choose and develop more complete and structured assessment proposals. Thus, the study addresses that the diversification of measures and dimensions analyzed is fundamental, since the assessments tend to consider only individual perceptions. |

Uno de los elementos centrales de la construcción de un curso de educación a distancia es la estrategia de evaluación educativa. Así, es único investigar las metodologías de evaluación que se están utilizando actualmente en la Educación Permanente en Salud, como una forma de calificar ofertas futuras y posibilitar, con mayor eficiencia, el logro de los objetivos y el desarrollo de competencias propuestos en la formación. El objetivo del presente estudio es identificar las estrategias de evaluación educativa adoptadas en las acciones de calificación profesional para el personal de salud en Brasil, llevadas a cabo dentro del alcance de la educación a distancia, a escala nacional. Esta es una investigación documental, realizada a través de una revisión narrativa de la literatura. La recolección de datos se realizó en enero de 2020, en las bases de datos de BVS y SciELO. En total, se consideraron diez artículos dentro del alcance del estudio. Se evaluaron la capacitación (cursos cortos), especializaciones y disciplinas, ofrecidas en modo híbrido o totalmente a distancia. El público objetivo de los cursos de capacitación estaba compuesto por profesionales de la salud en el hospital, atención primaria, educación y promoción de la salud. Los autores adoptaron diferentes enfoques teóricos de evaluación y niveles de profundización. Se destacaron dos modelos, considerados una referencia en el campo de la evaluación educativa: el Modelo de Kirkpatrick y el Modelo Integrado para la Evaluación de la Capacitación Laboral (Impact). Además, se descubrió que las evaluaciones utilizaban, en la mayoría de los casos, instrumentos más tradicionales, como los cuestionarios cerrados, y que evaluaban predominantemente la satisfacción y el aprendizaje del contenido, sin avances significativos en la evaluación de impacto. El tema de la evaluación de los procesos educativos para los profesionales de la salud es un campo que necesita ser explorado con mayor profundidad, ya que existe dificultad para elegir y desarrollar propuestas de evaluación más completas y estructuradas. Por lo tanto, el estudio señala la importancia de la diversidad de medidas y dimensiones analizadas, ya que las evaluaciones tienden a considerar solo el modelo de percepción de los individuos.Com a disseminação da educação a distância nas últimas décadas, houve o reconhecimento do potencial que os processos educativos teriam quando apoiados por recursos tecnológicos. Um dos elementos centrais da construção de um curso a distância é a estratégia de avaliação educacional. Assim, é ímpar investigarmos as metodologias avaliativas que estão sendo utilizadas na Educação Permanente em Saúde, como forma de qualificar ofertas futuras e possibilitar, com maior eficácia, o alcance dos objetivos e o desenvolvimento de competências propostos na formação. O presente estudo buscou identificar as estratégias de avaliação educacional adotadas em ações de qualificação profissional para trabalhadores da saúde no Brasil, realizadas na modalidade “educação a distância” em âmbito nacional. Trata-se de uma pesquisa documental, realizada por meio de revisão de narrativa da literatura. A coleta de dados foi feita no mês de janeiro de 2020, nas bases de dados BVS e SciELO. Ao todo, dez artigos foram considerados dentro do escopo do estudo, avaliando treinamentos (cursos rápidos), especializações e disciplinas ofertados na modalidade híbrida ou totalmente a distância. O público-alvo das formações realizadas compreendeu profissionais de saúde em âmbito hospitalar, da atenção primária, da educação e da promoção da saúde. Os autores adotaram diferentes abordagens teóricas avaliativas e níveis de aprofundamento, em que prevaleceram instrumentos mais tradicionais, como questionários fechados e que avaliaram predominantemente a satisfação e a aprendizagem dos conteúdos, sem um avanço significativo na avaliação do impacto. Destacaram-se dois modelos, considerados de referência no campo da avaliação educacional: Modelo Kirkpatrick e Modelo Integrado de Avaliação do Treinamento no Trabalho (Impact). A temática da avaliação dos processos de educação para profissionais da saúde é um campo que precisa ser explorado em maior profundidade, pois existe dificuldade em eleger e desenvolver propostas avaliativas mais completas e estruturadas.
