The Elephant in the room: dynamics of silence and obstacles to the effectiveness of citizenship in the problem of sexual exploitation of children and adolescents

In this paper we intend to reflect about the issue of the sexual exploitation of children and adolescents – which involves coercive factors and social taboos that silence subjects – transcends the field of concern of small groups in order to reach public attention, becoming more visible and ordering a constellation of mobilizations in their environment. To do so, in the first section we will address how an issue becomes a public cause, is collectivized, and creates and moves audiences around it. Understanding that there are barriers to this collectivization, in the second section we will explore the factors that silence and block it. In the third section, we will analyze the case of the Vale do Jequitinhonha, region of the State of Minas Gerais that presents a situation of poverty and evident social problems, as well as a serious index of sexual exploitation of children and adolescents.
