Investigation with transparency tools: five obstacles in the journalistic mediation of public information

Resumo: Despite the improvement of public transparency after the re-democratization, hurdles in this regard persist in Brazil. This paper was based on an online questionnaire application with 60 reporters from two leading newspapers in the State of Ceará and we identified five hurdles in the mediation of public information. These are the following: (a) deficits in professional training, (b) the design of tools, (c) their technical use, (d) the temporality of newsmaking routines and (e) the influence of political and /or economic power. We discuss how these hurdles affect the role of journalism in the strengthening of democracy. We point how future research can overcome some methodological and empirical limitations of our work and how it could inquire about collective actions and public policies capable of alleviating or even overcoming the identified hurdles.

Este artigo identifica, a partir de uma aplicação de questionário online com 60 repórteres de jornais de referência do Estado do Ceará, cinco obstáculos na mediação da informação pública. Estes referem-se: (a) aos déficits na formação profissional, (b) ao desenho das ferramentas, (c) ao uso técnico delas, (d) à temporalidade das rotinas produtivas e (e) à influência do poder político e/ou econômico.
