Brazil and the United States: defense cooperation and the quest for autonomy (2003-2010)

Resumo: This article aims to analyze Brazil-US relations in the period between 2003 and 2010, focusing on defense and security issues. I ask how the Brazilian strategies and the quest for autonomy vis-à-vis the United States were put in place. The article is divided into three sections, in addition to the introduction and final remarks. In the first, I focus on the US foreign policy to Latin America, in the second, on Brazilian foreign policy, and, in the third, I analyze bilateral relations through the discussion of three themes: the construction of the South American Defense Council (SADC), the signing of the Defense CooperationAgreement (DCA), and arms transfers. I conclude that the bilateral relationship was permeated by weak clientelism, in which Brazil imposed limits on the partnership with the United States, without dismantling it.

El artículo se divide en tres secciones, además de la introducción y de las observaciones finales. En la primera, el foco está en la Política Exterior de Estados Unidos para América Latina, en la segunda, en la política exterior brasileña y, en la tercera, son analizadas las relaciones bilaterales a través de tres temas: la construccióndel Consejo de Defensa Suramericano, la firma de el Acuerdo de Cooperación en Defensa (DCA) y la transferencia de armas. Se concluye que las relaciones bilaterales estuvieron permeadas por un clientelismo débil, en el que Brasil impuso límites a la asociación con Estados Unidos sin desmantelarla.O objetivo neste artigo é analisar as relações Brasil-EUA, durante os anos de 2003 a 2010, com foco no campo da defesa e da segurança. Pergunta-se quais foram as estratégias brasileiras e como a busca de autonomia combinava-se às relações com a potência. O artigo está dividido em três seções, além da introdução e das considerações finais. Na primeira, o foco recai sobre a Política Exterior dos EUA para a América Latina, na segunda, discute-se a política exterior brasileira e, na terceira, analisa-se as relações bilaterais através de três temas: a construção do Conselho de Defesa Sul-americano, a assinatura do Acordo de Cooperação em Defesa (DCA) e a transferência de armamentos.
