The Use of Intelligence, Reconnaissance, Surveillance and Target Acquisition Actions to Increase Situational Awareness in Asymmetric Conflicts

Resumo: The objective of this article is to describe how the use of Intelligence, Reconnaissance, Surveillance and Target Acquisition (IRVA) actions can increase the situational awareness of commanders at various levels about what is happening or could happen in the operational environment framed in a context of asymmetric conflicts. In this context, the actors in confrontation display a great disparity in power between them and non-conventional combat techniques are used to counteract such disadvantage. All of which, not rarely, are inserted within a civilian population. For this, the IRVA actions appear as the necessary tool to make decision makers aware of the existing scenarios. Through bibliographic research and questionnaires with specialists, we seek to foster a better understanding of how situational awareness can be obtained in asymmetric conflicts.

Through bibliographic research and questionnaires with specialists, we seek to foster a better understanding of how situational awareness can be obtained in asymmetric conflicts. O presente artigo tem como objetivo descrever como a utilização de ações de Inteligência, Reconhecimento, Vigilância e Aquisição de Alvos (IRVA) podem ampliar a consciência situacional dos comandantes dos mais diversos níveis sobre o que está ocorrendo ou poderá acontecer no ambiente operacional enquadrado em um contexto de conflitos assimétricos. Nessa situação, temos atores em confronto com uma grande disparidade de poder entre eles, e que são utilizadas técnicas não convencionais de combate para contrapor essa desvantagem, tudo isso, muitas das vezes, inserido no seio de uma população civil. Para isso, as ações de IRVA surgem como a ferramenta necessária para pôr os decisores a par dos cenários que se apresentam.
