Accessible tourism in Brazil: an exploratory study about the public policies and the process of inclusion of persons with disabilities

Resumo: One of the biggest challenges of society Brazilian is confronting the issue of equality and social exclusion. It is estimated that there are approximately 45 million people with disabilities in Brazil (IBGE, 2010), many of them still unable to enjoy leisure and tourism activities due to their physical limitations and lack of adaptation of the environment. The purpose of this article is to verify if public policy focused tourism for people with disabilities (PWD) have been able to meet demands for inclusion these  segment, also seeks the perception of these people as to the inclusion process. The focus of this study, therefore, refers to people who were born or have acquired some kind of permanent limitation, not being object of this survey people who have had temporary physical limitations and/or sporadic or who have reduced mobility. In terms of methodology, a exploratory and qualitative research was made with interviews of semi-structured scripts.  The participants of study were nine managers chosen from representatives of government, of representatives of the tourist trade and of associations of people with disabilities. From the interviews with the public, given the diversity of actions and their characteristics, it proposed the classification of programs/government actions. As result, the research shows that the government has to attack the problem and sought to create and implement policies directed to this segment. However, people with disabilities consider that what has been done is not enough to include them really in tourist activities and say they are not being heard enough. All disabled associations mentions that the limitations/difficult environment hamper achievement of tourism. It was noticed also that the private sector does not consider the disabled person as a consumer public and that are not done research to understand the profile and the needs of this segment. Both the private sector as PWD associations, showed little knowledge regarding the legislation and policies that involve tourism to this segment. It was concluded that, in general, the groups tend to pass on part of their responsibility to other groups: the Government claims it can not do everything alone; since entrepreneurs do not seem very interested and place the onus of lack of accessibility to the government.

La estimativa es que existen aproximadamente 45 millones de personas con discapacidad en Brasil (IBGE, 2010), muchas de ellas todavía no poden disfrutar de las actividades de ocio y turismo debido a sus limitaciones físicas y la falta de adaptación del entorno. El objetivo del artículo consiste en verificar se las políticas públicas de turismo direccionadas a las personas con discapacidad (PCD) han conseguido atender las demandas por inclusión de este publico. También busca la percepción de estas personas en cuanto al proceso de inclusión. El enfoque de este estudio, por lo tanto, se refiere a las personas que han nacido o han adquirido algún tipo de limitación permanente, no siendo objeto de este estudio de personas que han tenido limitaciones físicas temporales y / o esporádica o que han reducido la movilidad. En cuanto a la metodología. Por lo tanto, se realizó una investigación cualitativa mediante entrevistas semi-estructuradas, direccionadas a 9 directivos del Poder Público, de asociaciones representativas de la industria del turismo y de asociaciones de personas con discapacidad. A partir de las entrevistas con el público, dada la diversidad de acciones y sus características, se propone la clasificación de las acciones de los programas / gobierno. Los resultados indican que el Poder Público ha atentado a la problemática y buscado crear y ejecutar políticas direccionadas a este segmento. No obstante, las personas con discapacidad consideran que lo que se ha hecho no es suficiente para incluirlos, realmente, en las actividades turísticas y dicen  que no están siendo escuchadas suficientemente. Todas las asociaciones de discapacitados menciona que las limitaciones/dificultades de entorno obstaculizan el logro del turismo. Se observó también que el sector privado no considera la persona con discapacidad como un público consumidor e que no se hacen investigaciones para entender su perfil y necesidades. Tanto el sector privado como asociaciones PWD, mostró poco conocimiento sobre la legislación y las políticas que implican el turismo a este segmento. Se concluyó que, en general, los grupos tienden a transmitir parte de su responsabilidad a otros grupos: el Gobierno afirma que no puede hacerlo todo solo; ya que los empresarios no parecen muy interesados y colocar la carga de la falta de accesibilidad al gobierno.Um dos maiores desafios da sociedade brasileira é o enfrentamento da questão da igualdade e da exclusão social. Estima-se que existam aproximadamente 45 milhões de pessoas com deficiência no Brasil (IBGE, 2010), muitas delas ainda impedidas de usufruir de atividades de lazer e de turismo devido às suas limitações físicas e à falta de adaptação do meio. O objetivo deste artigo consiste em verificar se as políticas públicas de turismo voltadas para pessoas com deficiência (PCD) têm conseguido atender as demandas por inclusão desse segmento, além disso visa obter a percepção dessas pessoas quanto ao processo de inclusão. O foco desse estudo, portanto, refere-se as pessoas que nasceram ou adquiriram algum tipo de limitação permanente, não sendo objeto desse levantamento pessoas que tiveram limitações físicas temporárias e/ou esporádicas ou ainda que possuam mobilidade reduzida. Em termos metodológicos, foi realizada uma pesquisa exploratória de caráter qualitativa por meio de entrevistas com roteiros semiestruturados. Participaram da pesquisa 9 gestores escolhidos entre representantes do Poder Público, de associações representativas do trade turístico privado e de associações de pessoas com deficiência. A partir das entrevistas com as organizações públicas, tendo em vista a diversidade das ações e suas características, foi proposta a classificação dos programas/ações de governo. Como resultados, a pesquisa aponta que o Poder Público tem atentado para a problemática e buscado criar e implementar políticas direcionadas a esse segmento. No entanto, as pessoas com deficiência consideram que o que tem sido feito não é suficiente para incluí-las, de fato, nas atividades turísticas e dizem que não estão sendo escutadas suficientemente. Todas as associações de deficientes mencionaram que as limitações/dificuldades do meio dificultam a realização do turismo. Percebeu-se ainda que a iniciativa privada não considera a pessoa com deficiência como público consumidor e que não são feitas pesquisas para conhecer o perfil e as necessidades desse segmento.  Tanto a iniciativa privada quanto as associações de PCD, demonstraram pouco conhecimento em relação à legislação e às políticas que envolvem o turismo para esse segmento.
