Tourism, governance and state parks in the Brazilian Amazon: development of an accountability framework

Resumo: The objective of this study is to develop an accountability framework for governance in Rio Negro State Parks – North and South Sectors. The Amazon, due to its uniqueness, has become an element of global discussions on alternatives for socioeconomic development, in relation to the natural and cultural environment of this region. In this sense, the analysis of tourist activity is justified, potentially generating social and economic progress when managed under the principles of sustainability – social, environmental and economic. The qualitative, exploratory and descriptive research was developed through adaptive cycles. The results of the empirical investigation were obtained through interviews with a panel of experts, a public manager and two guests, and the content analysis technique was applied. As a managerial implication of this study, if there is an adequate implementation of the accountability framework, which consists of a set of guidelines that assist in the management and good governance of State Parks in the Amazon, this implementation will be enhanced in order to meet the wishes of the actors, that interact in these spaces.

La Amazonía, por su singularidad, se convirtió en elemento de discusiones globales sobre alternativas de desarrollo socioeconómico, ajustadas al medio ambiente natural y cultural de esa región. En ese sentido, se justifica el análisis de la actividad turística, potencialmente generadora de progreso social y económico, cuando administrada bajo los principios de la sostenibilidad – social, ambiental y económica. La investigación de naturaleza cualitativa, de carácter exploratorio y descriptivo fue desarrollada a través de ciclos adaptativos. Los hallazgos de la investigación empírica fueron obtenidos por medio de entrevistas con un pane de expertos, un gestor público y dos invitados, también se aplicó la técnica de análisis de contenido. Como implicación gerencial de este estudio está la implementación adecuada del framework de rendición de cuentas, que consiste en un conjunto de orientaciones que auxilian en la gestión y en la buena gobernanza a los Parques Estatales en la Amazonía, será potencializada de forma a atender a las necesidades de los participantes que interactúan en eses espacios.O objetivo desse estudo é desenvolver um framework de accountability, para a governança nos Parques Estaduais Rio Negro – Setores Norte e Sul. A Amazônia, por sua singularidade, tornou-se elemento de discussões globais sobre alternativas de desenvolvimento socioeconômico, ajustadas ao meio ambiente natural e cultural dessa região. Nesse sentido, justifica-se a análise da atividade turística, potencialmente geradora de progresso social e econômico, quando administrada sob os princípios da sustentabilidade – social, ambiental e econômica. A pesquisa de natureza qualitativa, de caráter exploratório e descritivo foi desenvolvida através de ciclos adaptativos. Os achados da investigação empírica foram obtidos por meio de entrevistas com um painel de especialistas, um gestor público e dois convidados e aplicou-se a técnica de análise de conteúdo.
