Analysis of tourism governance based on the views of former ministers of tourism in Brazil

Resumo: With the new administrative structures influenced by the crisis of governability in the 1970s, and the rise of neoliberalism (1980-1990), new reflections and debates in the field of tourism emerged. With this, the concept of governance begins to characterize new possibilities for development. On the other hand, the literature identifies gaps that question the actions of the actors involved in the process of establishing public policies. Considering the divergence of public and private interests, the purpose of this article is to address the governance of tourism in Brazil in the time frame before and after the creation of the Ministry of Tourism. The methodological process comprises indepth interviews with 17 former ministers of tourism in Brazil, and with the senior member of the National Tourism Council. At the end, it became evident that there is no consensus that the change in leadership causes discontinuity in the sector's projects or negatively influences the development processes of destinations. In addition, it was found that the transition of positions between ministers takes place smoothly in most of them, and that budgetary issues limit ministerial achievements.

La literatura indica que el concepto de gobernanza caracteriza la innovación en las posibilidades de desarrollo de los destinos turísticos. Sin embargo, se identifican lacunas que cuestionan la actuación de los actores involucrados en los procesos de estructuración de las políticas públicas. Desde una perspectiva macro para micro, que considera diferentes escalones en la administración, el objetivo de este artículo es discutir la gobernanza del turismo a partir de las opiniones de los ex ministros de turismo de Brasil, en el marco temporal anterior y posterior a la creación del Ministerio de Turismo (MTur). Así, sigue los siguientes ejes teóricos: transición y continuidad, comunicación y gestión participativa de los destinos turísticos. Los procesos metodológicos comprenden entrevistas estructuradas, dirigidas a 13 ex ministros y al miembro titular del Consejo Nacional de Turismo (CNT). El análisis de la evidencia empírica está subvencionado por el Análisis de Contenido de tipo categórico, propuesto por Bardin (2011). Los resultados muestran que la revalorización del papel de las instituciones puede determinar el camino hacia formas eficientes de desarrollo en el ámbito del turismo, aunque se ha comprobado que la transición de cargos entre los ministros se produce sin problemas en la mayoría de ellos.Com as estruturas administrativas influenciadas pela crise da governabilidade, na década de 1970, e a ascensão do neoliberalismo (1980-1990), emergiram novas reflexões e debates no campo do turismo. A literatura indica que o conceito de governança, caracterizado por descentralização de poder, gestão democrática e participativa, passou a caracterizar a inovação nas possibilidades de desenvolvimento das destinações turísticas. Contudo, identificam-se lacunas e questionam-se ações dos atores envolvidos nos processos de estruturação das políticas públicas. Partindo de uma perspectiva macro para micro, que considera diferentes escalões em administração, o objetivo deste artigo é discutir a governança turística com base nas visões de ex-ministros do turismo do Brasil, no recorte temporal anterior e posterior à criação do Ministério do Turismo (MTur). Assim, fundamenta-se nos seguintes eixos teóricos: transição e continuidade, comunicação e gestão participativa de destinos turísticos. Os processos metodológicos compreendem entrevistas estruturadas, direcionadas a 13 ex-ministros e ao membro catedrático do Conselho Nacional do Turismo (CNT). A análise das evidências empíricas é subsidiada pela Análise de Conteúdo do tipo categórica, proposta por Bardin (2011).
