Resumo: The paper analyzes and problematizes the role of State Intelligence and its relevance in the integration of public agencies operating in the border area.The objective is identify and evaluate the adequacy of State Intelligence for inter-institutional actions in the border area that provide for national protection and defense, repression and inhibition of cross-border organized crime actions. This study is integrated by conceptual elements that best allow understanding about the issue of State Intelligence; the problem of integrating public agencies in the border area; and the Integrated Border Protection Program (PPIF). Finally, the goals and actions to improve the State Intelligence mechanism in the border are discussed. The article concludes that State Intelligence is a catalyst for the actions of public agencies in the border region, and for this, it is fundamental to share data, information, systems, tools and structures.

O objetivo é identificar e avaliar a adequação da Inteligência de Estado para ações interinstitucionais na faixa de fronteira que propiciem a proteção e defesa nacional, a repressão e a inibição das ações do crime organizado transfronteiriços. São delimitados os elementos conceituais que melhor permitem o entendimento sobre o tema de Inteligência de Estado; a problemática da integração dos órgãos públicos em faixa de fronteira; e o Programa de Proteção Integrada de Fronteiras (PPIF). Por fim, são discutidas metas e ações para aperfeiçoar o mecanismo de atuação da Inteligência de Estado na faixa de fronteira. O trabalho conclui que a Inteligência de Estado é catalisadora das ações dos órgãos públicos em faixa de fronteira e, para tal, é fundamental o compartilhamento de dados, informações, sistemas, ferramentas e estruturas.L'ouvrage analyse et problématise le rôle du renseignement d'État et sa pertinence dans l'intégration des agences publiques qui travaillent dans la zone frontalière. L'objectif est d'identifier et d'évaluer l'adéquation du renseignement d'État pour les actions interinstitutionnelles dans la bande frontalière qui assurent la protection et la défense nationales, la répression et l'inhibition des actions transfrontalières du crime organisé. Les éléments conceptuels qui permettent le mieux de comprendre le sujet du renseignement d'État sont délimités ; le problème de l'intégration des organismes publics dans la bande frontalière ; et le Programme intégré de protection des frontières (PPIF). Enfin, les objectifs et les actions visant à améliorer le mécanisme de renseignement d'État dans la zone frontalière sont discutés. Le travail conclut que le renseignement d'État est un catalyseur pour les actions des agences publiques dans la zone frontalière et, pour cela, il est essentiel de partager des données, des informations, des systèmes, des outils et des structures.Il lavoro analizza e problematizza il ruolo dell'intelligence di Stato e la sua rilevanza nell'integrazione degli enti pubblici che operano nell'area di confine. L'obiettivo è identificare e valutare l'adeguatezza dell'intelligence statale per le azioni interistituzionali nella fascia di confine che forniscano protezione e difesa nazionale, repressione e inibizione delle azioni transfrontaliere della criminalità organizzata. Sono delimitati gli elementi concettuali che meglio consentono la comprensione del tema della State Intelligence; il problema dell'integrazione degli enti pubblici nella fascia di confine; e il programma integrato di protezione delle frontiere (PPIF). Infine, vengono discussi gli obiettivi e le azioni per migliorare il meccanismo di State Intelligence nell'area di confine. Il lavoro conclude che l'intelligence statale è un catalizzatore per le azioni degli enti pubblici nell'area di confine e, per questo, è essenziale condividere dati, informazioni, sistemi, strumenti e strutture.El trabajo analiza y problematiza el papel de la Inteligencia del Estado y su relevancia en la integración de los organismos públicos que trabajan en las zonas fronterizas. El objetivo es identificar y evaluar la adecuación de la Inteligencia del Estado para acciones interinstitucionales en la franja fronteriza que provea protección y defensa nacional,además de represión e inhibición de las acciones del crimen organizado transfronterizo. Se delimitan los elementos conceptuales que mejor permiten comprender el tema de la Inteligencia de Estado; el tema de la integración de organismos públicos a lo largo de la frontera; y el Programa de Protección Integrada de Fronteras (PPIF). Finalmente, se discuten metas y acciones para mejorar el mecanismo de acción de Inteligencia del Estado en la franja fronteriza.
