Resumo: The purpose of this article is to describe the methodology adopted in the face of the challenges of developing a distance training to more than 4 thousand civil servants, who would act directly and indirectly in the data collection process of the National Household Sample Survey, special edition COVID19 - PNAD COVID19, carried out by Brazilian Institute of Geography and Statistics – IBGE, from May 2020. It presents the context analysis, its influence on the design of the training solution and the definition of learning objectives. Following the model of Donald Kirkpatrick, the article evaluates training, based on the analysis of data from reaction and learning evaluations of graduates. The results showed the relevance of an effective contextual analysis, before any definition about the training model; highlights the knowledge of the target audience, in the inspiration stage, as a successful element in the design of the solution and points out ways to carry out behavior and results assessment, within the scope of the research training conducted by IBGE. IBGE.  O presente artigo tem como finalidade descrever a metodologia adotada frente aos desafios de elaboração de um treinamento a distância para capacitação de mais de 4 mil servidores, que atuariam direta e indiretamente no processo de coleta de dados da Pesquisa Nacional por Amostra de Domicílios, edição especial COVID19 – PNAD COVID19, executada pelo Instituto Brasileiro de Geografia e Estatística – IBGE, a partir de maio de 2020. Apresenta a análise de contexto, sua influência no desenho da solução de capacitação e na definição dos objetivos de aprendizagem. Seguindo o modelo de Donald Kirkpatrick, o artigo avalia o treinamento, a partir da análise de dados das avaliações de reação e de aprendizagem dos concluintes. Os resultados mostraram a relevância de uma efetiva análise contextual, antes de qualquer definição acerca do modelo de capacitação; destaca o conhecimento do público-alvo, na etapa de inspiração, como elemento de sucesso no desenho da solução e aponta caminhos para se efetuar avaliação de comportamentos e de resultados, no âmbito dos treinamentos de pesquisas realizadas pelo IBGE.
