Evaluation of the management of the Federal Institute of Education, Science and Technology of Rio de Janeiro – Nilopolis Campus

Resumo: | This article was written based on a Master’s dissertation, seeking foundation in the current legislation and in the Institutional Political Project (IPP), the current management process of the Federal Institute of Education, Science and Technology of Rio de Janeiro (IFRJ) - Nilopolis Campus in regards to the assumptions of democratic management. The questions that guided the study were: (a) To what extent teachers of IFRJ - Nilopolis Campus understand the meaning of democratic management? (b) To what extent teachers, students, parents and guardians participate effectively in the current management? and (c) To what extent the current school management has been putting into practice democratic management's assumptions? To obtain the study data a survey of current legislation, as well as various documents of the institution, was carried out. Different instruments were also applied, namely questionnaires to students and teachers and interview script to the general management. The study results indicated that most teachers did not have a broad understanding regarding the meaning of democratic management, as recommended in current legislation and in the institution IPP. It was evident, too, the lack of knowledge of many teachers on the issues involved in the democratic management. The research showed that the participation of students, teachers, parents and guardians in the current management was in its early stages. Thus, the assumptions of democratic management have been partially put in place by the current management. In the study recommendations are made with the purpose of promoting the practice of democratic management in IFRJ - Nilopolis Campus. |

In the study recommendations are made with the purpose of promoting the practice of democratic management in IFRJ - Nilopolis Campus.El artículo emana de una tesis cuyo objeto general fue evaluar, fundamentada en la legislacion vigente y en el Proyecto de Politica Institucional (PPI), el actual proceso de gestion del Instituto Federal de Educacion, Ciencia y Tecnologia de Rio de Janeiro (IFRJ) - Campus de Nilopolis - con respecto a los supuestos de la gestion democratica. Las preguntas que guiaron el estudio fueron: (a) ¿En que medida los profesores del IFRJ - Campus Nilopolis - entienden el significado de la gestion democratica? (b) ¿En que medida profesores, alumnos, padres y cuidadores participan efectivamente en la administracion actual? y (c) ¿En que medida la administracion de la escuela actual ha puesto en practica los supuestos de la gestion democratica? Para obtener los datos del estudio se realizo un estudio de la legislacion, asi como de diversos documentos de la institucion. Tambien se aplicaron diferentes instrumentos, a saber, cuestionarios para alumnos y profesores y guia de entrevista para la direccion general. Los resultados del estudio señalaron que la mayoria de los profesores no tienen un amplio conocimiento sobre el significado de la gestion democratica tal como se lo conoce en la legislacion vigente y en el PPI de la institucion. Quedo claro, tambien, el desconocimiento de la mayoria de los aspectos de la gestion democratica. Lo que significa que la participacion de estudiantes, profesores, padres y tutores en la actual administracion era incipiente. De este modo, se comprobo que los supuestos de la gestion democratica fueron puestos en practica parcialmente por la actual administracion. En el estudio se hacen recomendaciones para favorecer la practica de la gestion democratica en el IFRJ – Campus Nilopolis.O artigo foi elaborado a partir de uma Dissertação de Mestrado cujo objetivo geral foi avaliar, buscando-se fundamentação na legislação vigente e no Projeto Politico Institucional (PPI), o atual processo de gestao do Instituto Federal de Educação, Ciencia e Tecnologia do Rio de Janeiro (IFRJ) - Campus Nilopolis no que se refere aos pressupostos da gestao democratica. As questoes que nortearam o estudo foram: (a) Ate que ponto professores do IFRJ - Campus Nilopolis compreendem o significado da gestao democratica?; (b) Em que medida professores, alunos, pais e responsaveis participam efetivamente da atual gestao; e (c) Ate que ponto a atual gestao escolar vem colocando em pratica os pressupostos da gestao democratica? Para a obtencao dos dados do estudo realizou-se o levantamento da legislação vigente, bem como de diversos documentos da instituicao. Alem disso, foram aplicados diferentes instrumentos, tais como, questionarios a alunos e professores e roteiro de entrevista à direcao geral. Os resultados do estudo indicaram que a maioria dos docentes nao possuia uma compreensao ampla a respeito do significado da gestao democratica, tal como preconizada na legislação vigente e no PPI da instituicao. Ficou evidenciado, tambem, o desconhecimento de boa parte destes sobre os aspectos envolvidos na gestao democratica. Constatou-se que a participação de alunos, professores, pais e responsaveis na atual gestao era incipiente. Dessa forma, verificou-se que os pressupostos da gestao democratica tem sido colocados em pratica, de forma parcial, pela atual gestao.
