The Socioeconomic Impacts of an Educational Public Policy in Brazil (ProUni): an analysis of public policy at an institution of higher education in Rio de Janeiro

Resumo: | The purpose of this study was to analyze the socioeconomic impacts of the completion of a college course by individuals benefiting from a public policy of the federal government, entitled University for All program (ProUni). Concepts and typologies of public policy and a discussion about the ProUni, based on several secondary documents, were approached as theoretical reference. In methodological terms, a qualitative research was undertaken using 12 in-depth interviews with students benefiting from ProUni, egressed from a higher education institution in Rio de Janeiro. Overall, the results show that there were improvements in the lives of these individuals, in terms of career advancement, motivation and expansion of their social network. Regarding its relevance, the research is justified by expanding the studies on public policy and generating insights on the effectiveness of a Brazilian public policy. |

Se ocupa de una referencia teorica, conceptos y tipos de politicas públicas y presenta una discusion sobre el ProUni. Cuanto a la metodologia, se llevo a cabo una investigación cualitativa mediante 12 entrevistas en profundidad con estudiantes beneficiados por el ProUni, graduados de una institucion de educacion superior de Rio de Janeiro. En general, los resultados muestran que hubo mejoras en las vidas de los alumnos, en la promocion profesional, en la motivacion y ampliacion de su red social. Cuanto a su relevancia, la investigación se justifica por ampliar los estudios sobre politicas públicas y generar ideas sobre la efectividad de una politica pública brasileña.O proposito do presente estudo foi o de analisar os impactos socioeconômicos da conclusao de um curso de nivel superior por individuos beneficiados por uma politica pública do governo federal, o Programa Universidade para Todos (ProUni). Como referencial teorico, foram abordados conceitos e tipologias de politicas públicas e foi feita, tambem, uma discussao sobre o ProUni, que tomou como base diversos documentos secundarios. Em termos metodologicos, foi empreendida pesquisa de natureza qualitativa com o uso de 12 entrevistas em profundidade com alunos beneficiarios do ProUni, egressos de uma instituicao de ensino superior do Rio de Janeiro. De modo geral, os resultados evidenciam que houve melhorias na vida dos ex-bolsistas, em termos de ascensao profissional, motivação e ampliação de sua rede social.
