The “Thousand Strong Women Program” in Espirito Santo, Brazil: an educational public policy for gender equality?

Resumo: Empirical evidence shows a significant increase in women’s labor, which reaches more than 40% of the employed population in Brazil, although it is still marked by informality, sexual division of labor, and lower average income than men. Therefore, the main aim of this article is checking whether the techniques used to implement the “Thousand Strong Women Program” (PMM) are capable of promoting gender equity through educational and productive inclusion and how this process takes place. The research method proposed has been the case study with a qualitative approach. The results show that the program did not achieve its goal of including these women on a productive basis, because most of them are still unemployed. It was also noticed that, by using the methodology of prior learning assessment and recognition, the program tends to reinforce the existing gender norms. It is recommended to restructure the program, considering the adequacy of its methodology to women’s life projects, as well as the reality of the local labor market.

Por lo tanto, el objetivo de este artículo es verificar si las tecnicas utilizadas en la ejecucion del “Programa de Mujeres Mil” (PMM) son capaces de promover la equidad de genero a traves de la inclusion educativa y productiva y como este proceso se lleva a cabo. El metodo de investigación propuesto fue el estudio de caso con un enfoque cualitativo. Los resultados muestran que el programa no logro su objetivo de incluir productivamente estas mujeres, porque la mayoria de ellas todavia estan desempleadas. Tambien se observa que cuando se utiliza la metodologia de evaluacion y el reconocimiento del aprendizaje previo, el programa tiende a reforzar las normas de genero existentes. Se recomienda la reestructuracion del programa, considerando la adecuacion de su metodologia a los proyectos de vida de las mujeres, asi como a la realidad del mercado de trabajo local.Evidencias empiricas revelam um aumento significativo do trabalho feminino, que alcanca mais de 40% da população ocupada no Brasil; embora ainda seja marcado pela informalidade, pela divisao sexual do trabalho e pelos rendimentos em media menores que os dos homens. Portanto, o objetivo geral deste artigo e verificar se as tecnicas utilizadas na implementação do Programa Mulheres Mil sao capazes de fomentar a equidade de genero por meio da inclusao educacional e produtiva e como se da esse processo. O metodo de pesquisa proposto foi o estudo de caso, com abordagem qualitativa. Os resultados demonstram que o programa nao atingiu seu objetivo de incluir produtivamente essas mulheres, pois a maioria delas ainda esta desempregada. Notou-se tambem que, ao utilizar a metodologia de avaliação e reconhecimento de aprendizagem previa, o programa tende a reforcar as normas de genero ja existentes.
