Resumo: With the June movements of 2013 was fostered the proposal to convene a "mini constituent" as a possibility to minimize the problems experienced by Brazilian society. Considering the constitutional  work  of  the  influx  Portuguese  José  Joaquim  Gomes  Canotilho  this constitutional model and the breaking of paradigms that represented the turgid Brazilian and Portuguese  constitutions,  dedicated  special  attention  to  the  differentiation  of  program standards with the constitutional dirigisme. This paper makes a reading of the constitution model  adopted  by  the  Constituent  Assembly  of  1988  and,  tangentially,  observes  the conditions of possibility and prospect of reform at the constitutional level, considering questioning the effective expression of political vitality.

Considerando o influxo da obra do constitucionalista português José Joaquim Gomes Canotilho neste modelo constitucional e a quebra de paradigmas que representaram as túrgidas constituições brasileira e portuguesa, dedica-se especial atenção à diferenciação das normas programáticas com o dirigismo constitucional.
