SELF-SUSTAINING FEDERALISM, CENTRALIZATION AND DECENTRALIZATION

Resumo: | This paper discusses the emergence and maintenance of federal arrangements "self- sustaining" in the sense that the agents that, at least in principle, could subvert the federal institutions choose to remain within its boundaries. I question what are the main motivations of the agents involved in the process of "institutional design" federal, which would lead them to adopt arrangements "centralizers" or "decentralizing". Finally, I conclude by drawing some consequences for the debate currently under way in Brazil, on the reform of our federal system, so avoid the adoption prospects idealizing normatively federalism models that are inadequate in other social contexts. |

Questiono quais seriam as principais motivações dos agentes envolvidos no processo de “desenho institucional” federal, que os levariam a adotar arranjos “centralizadores” ou “descentralizadores”.
