Analyzing the concept of sovereignty, from of the Second World War, te problems of this traditional view are highlighted in the Ibero-American nations. From this perspective, taking as a basis the neoliberal economic system, initially foreign to Ibero American history, building work was done with this new concept for an economic analysis of law, the factors parallel efficiency and reproduction of the social costs versus populism. The meaningful takes place of meaning. O significante toma a forma do significado.
