Modelo de avaliação de sistema de gestão ambiental para empresas prestadoras de serviços de construção e montagem do setor de petróleo e gás

Resumo: | The oil and gas industries are key economic players on the world stage. In Brazil, the growth of the energy and petro - chemical sectors, which relate to petroleum products, is being driven by the current prosperity of Brazil’s national economy. This has increased demand for sources of energy, technology, materials and the automotive industry, to name a few. With growing demand there is a consequent increase in the capacity of oil refineries which have, in turn, identified the need for expansion and logistical and infrastructure improvements in order to meet the diversifying product portfolio and the increase of oil production. This includes the development of international operations (strategy and resources) with an integrated approach through the new reserves resources. With this in mind, the study presents a proposed model for evaluating the environmental management system used by companies which provide oil and gas construction and engineering, in accordance with standard practices, environmental laws and regulations. As such, a framework is proposed (Verification Checklist - LV) for the factors of environmental management during construction and engineering. The research methodology takes a qualitative approach using normative requirements. However the quantitative approach was needed to determine the qualifying score for the proposed model. Through these methods, the research presents a bibliographic, documentary and case study of three companies in the construction and engineering sector. The results demonstrated the feasibility of applying the proposed Verification Checklist (LV). Finally, the results showed that the proposed model meets the standard contractual requirements of ISO 14001, customer certification requirements (CRCC) and environmental legislation. It includes an evaluation methodology and a framework for environmental management which is of utmost importance to developments in the oil and gas sectors and can serve as an auxiliary tool in strategic planning for the environmental management sector. |

No Brasil, o crescimento do setor energético e petroquímico relacionados aos derivados de petróleo é impulsionado pelo momento próspero da economia nacional e, que gerou maior demanda da matriz energética, da tecnologia, insumos, indústria automotiva, entre outros. Com o crescimento da demanda, consequentemente houve um aumento da utilização da capacidade instalada das refinarias de petróleo que, por sua vez, identificaram a necessidade de ampliação e adequação da infraestrutura logística para atender à diversificação do portfólio de produtos e aumento da produção de petróleo, incluindo o desenvolvimento da atuação internacional (estratégia e recursos) com visão integrada com os recursos dos novos reservatórios encontrados. Pensando nisso, esse estudo apresenta uma proposta de um modelo de avaliação do sistema de gestão ambiental para empresas prestadoras de serviço de construção e montagem do setor de petróleo e gás, de acordo com práticas, leis e normas ambientais. Para tanto, é proposto um roteiro sintetizando (Lista de Verificação – LV) dos itens da gestão ambiental na construção e montagem. Como método da pesquisa utilizou-se a abordagem qualitativa dos requisitos normativos, porém a abordagem quantitativa foi necessária para determinar os escores de qualificação do modelo proposto. Foi ainda realizado um estudo de caso com três empresas de construção e montagem do setor. Os resultados obtidos evidenciaram a viabilidade da aplicação da Lista de Verificação (LV).
