A influência de elementos de natureza institucional e de natureza racional na formação de estratégias acadêmicas: o caso de uma instituição de ensino superior

Resumo: Although strategic management in organizations is widely debated and researched, not all features and management models adopted theme apply and show effective results when it comes to Higher Education Institution - IES. This is because the management strategy in these organizations generally happens in a different business organizations due to the dynamic characteristics that influence the way in which strategies emerge and are developed in HEIs and organizations are complex. The main objective of this study was to analyze what are the predominant features in formation of academic strategies of IES, based on the optics of the institutional dimension and rational dimension. In theoretical terms, this study was based on strategic concepts of the theory of organizations and institutional theory, based on theoretical assumptions of the work of Chaffee (1985) and Scott (2001), respectively. The research focus was an institution of higher education in Paraná, located in Curitiba, and known for the purposes of this study, Alfa organization. This is a case study qualitative, exploratory and ex-post facto nature. The period of analysis included the years 2007 to 2012 data were collected by means of documents, nonparticipant observation and semi-structured interviews, applied to directors, course coordinators, and others involved in the decision making process of IES searched. The interviews aimed to identify and analyze how the leaders of HEIs consider the elements of a rational nature and institutional nature at the time of preparation of academic strategies. Data were analyzed using content analysis technique and document analysis. From the analysis, it was found that the formation of academic strategies by the IES assumes an informal character, with a strong presence of interactions between managers and teachers for support in implementing the strategies. Tradition and values of the institution proved to be fundamental to the strategic actions were practiced successfully. It found the preponderance of institutional elements of the training of academic strategies. Among the three pillars presented by Scott (2001), features derived from the cultural-cognitive pillar, followed by the regulative pillar, showed significant influence on academic strategic management of IES. Also verified the presence of some significant elements of rational nature in this process and, when identified, was related to requirements established by the regulator.

Also verified the presence of some significant elements of rational nature in this process and, when identified, was related to requirements established by the regulator.Embora a gestão estratégica em organizações seja tema amplamente debatido e pesquisado, nem sempre as características e modelos de gestão adotados se aplicam e apresentam resultados efetivos, em se tratando de Instituição de Ensino Superior – IES. Isso ocorre porque a gestão estratégia nessas organizações, em geral, acontece numa dinâmica diferente de organizações empresariais devido a especificidades que influenciam na forma com que as estratégias surgem e são desenvolvidas nas IES e por serem organizações complexas. O principal objetivo deste estudo foi analisar quais são as características preponderantes na formação de estratégias acadêmicas de uma IES, tendo como base as óticas da dimensão institucional e dimensão racional. Em termos teóricos, este estudo se fundamentou em conceitos da teoria estratégica de organizações e na teoria institucional, tendo como base premissas teóricas dos trabalhos de Chaffee (1985) e de Scott (2001), respectivamente. O foco de pesquisa foi uma instituição de ensino superior paranaense, localizada na região de Curitiba, e denominada, para efeitos deste estudo, organização Alfa. Trata-se de um estudo de caso de natureza qualitativa, exploratória e ex-post facto. O período de análise compreendeu os anos de 2007 a 2012. Os dados foram coletados por meio de documentos, observação não participante e entrevistas semiestruturadas, aplicadas a diretores, coordenadores de cursos, dentre outros envolvidos no processo decisório da IES pesquisada. As entrevistas visaram identificar e analisar como os dirigentes da IES consideram os elementos de natureza racional e de natureza institucional no momento da elaboração das estratégias acadêmicas. Os dados foram analisados mediante técnica de análise de conteúdo e análise documental. A partir da análise, verificouse que a formação de estratégias acadêmicas por parte da IES assume uma característica informal, com forte presença de interações entre gestores e docentes para obtenção de apoio na execução das estratégias. Tradição e valores da instituição demonstraram ser peças fundamentais para que as ações estratégicas fossem praticadas com êxito. Constatou-se a preponderância de elementos de natureza institucional no processo de formação das estratégias acadêmicas. Dentre os três pilares apresentados por Scott (2001), características oriundas do pilar cultural-cognitivo, seguido do pilar regulativo, evidenciaram ter influência significativa na gestão estratégica acadêmica da IES.
