Transição para a mobilidade urbana inteligente: análise do contexto e de iniciativas inovadoras no sistema de mobilidade de Curitiba

Resumo: This study aimed to describe how the transition to smart urban mobility in the city of Curitiba-PR develops from the analysis of the socio-technical transition of innovation, based on the approaches of multilevel perspective (MLP) and the functions of the innovation system (FIS). This was a qualitative case study, based on a transversal cross-section and longitudinal evaluation, with the presentation of two illustrative cases of innovative initiatives: Hibribus and Curitiba Eco Elétrico Project. The data collection took place through in-depth interviews with involved actors and consultation in documents. Confronting the history of Curitiba's mobility system with the basic discourse of smart mobility adopted in this study, by Zawieska and Pieriegud (2018), it was possible to perceive initiatives as signs of smart mobility. Looking the mobility system of the city of Curitiba from a multilevel perspective, the existence of a regime dominated by the culture of the automobile was confirmed. The landscape is characterized by political and economic instability, which means obstacles to change and an opportunity to look at reality and seek new solutions. The emerging technological niches identified by the study were: electromobility, autonomous vehicles, connectivity, sharing/mobility as a service and the various projects headed by the actors of this innovation system. The illustrative cases demonstrated pioneering initiatives towards the transition of technology and point to niche innovations that put pressure on the current sociotechnical regime. The transition to a smart urban mobility depends, among other factors, on the actors' engagement in the three levels of the socio-technical system. By verifying the niche activities by analyzing the seven FIS proposed by Hekkert et al (2007), it was possible to perceive the existence of entrepreneurial activities and market formation in the system, with the emergence of new technologies; the learning as the core of the innovation process, resulting from the development of projects; the realization of tests and existence of areas of R&D focused on new technologies and the research of market opportunities through network knowledge. It has also been found that resources, which come from different sources to the actors within the system, are always limited, which requires an associated search orientation. For this process, some triggers that drive the development of a new project have been identified, such as: the role of the network of representatives and communication with local authorities and businessmen. Finally, with regard to the creation of legitimacy, there was a recognition and positioning of the projects developed in the context, although they have not yet broken with the dominant regime. The results showed niche initiatives as movements and opportunities for modifying the current regime. These emerging technologies, however, still have much to develop to actually generate a paradigm shift. The study thus reinforces the foundations of the socio-technical theory of innovation by showing niche initiatives and the emergence of emerging technologies that present an opportunity for modifying the current regime. Such changes occur in a long-term time horizon, and may take one to two generations to become dominant technologies in the system.

Tratou-se de um estudo de caso, de natureza qualitativa, recorte transversal e avaliação longitudinal, com a apresentação de dois casos ilustrativos de iniciativas inovadoras: Hibribus e Projeto Curitiba Eco Elétrico. A coleta de dados se deu através de entrevistas em profundidade com atores envolvidos e consulta em documentos. Confrontando o histórico do sistema de mobilidade de Curitiba com o discurso base de mobilidade inteligente adotado neste trabalho, de Zawieska e Pieriegud (2018), foi possível perceber iniciativas como sinalizações de mobilidade inteligente. Olhando sob uma perspectiva multinível o sistema de mobilidade da cidade de Curitiba, confirmou-se a existência de um regime dominado pela cultura do automóvel. A paisagem caracteriza-se por uma instabilidade política e econômica, o que se configura em obstáculos à mudança e também em oportunidade de olhar a realidade e buscar novas soluções. Nichos tecnológicos emergentes identificados pelo estudo foram: a eletromobilidade, os veículos autônomos, a conectividade, o compartilhamento/ mobility as a service e os diversos projetos encabeçados pelos atores deste sistema de inovação. Os casos ilustrativos demonstraram iniciativas pioneiras rumo à transição da tecnologia e apontam para inovações de nicho que pressionam o regime sociotécnico vigente. A transição para a mobilidade urbana inteligente depende, entre outros fatores, de engajamento dos atores nos três níveis do sistema sociotécnico. Verificando as atividades de nicho pela análise das sete FIS propostas por Hekkert et al (2007), pôde-se perceber a existência de atividades empreendedoras e formação de mercado no sistema, com a emergência de novas tecnologias; a aprendizagem como núcleo do processo de inovação, a partir do desenvolvimento de projetos; a realização de testes e existência de áreas de P&D voltadas a novas tecnologias e a pesquisa de oportunidades de mercado através do conhecimento em rede. Verificou-se também que os recursos, que advêm de diferentes fontes para os atores dentro do sistema, são sempre limitados, o que exige uma orientação da busca associada. Para este processo foram identificados gatilhos que impulsionam o desenvolvimento de um novo projeto, como, por exemplo, o papel da rede de representantes e a comunicação com autoridades locais e empresários. Por fim, no que tange à criação de legitimidade, verificou-se um reconhecimento e posicionamento dos projetos desenvolvidos no contexto, apesar de ainda não terem rompido com o regime dominante. Os resultados mostraram iniciativas de nicho como movimentos e oportunidades para a modificação do regime atual. Estas tecnologias emergentes, porém, ainda têm muito a se desenvolver para realmente gerar uma mudança de paradigma.
