Ações de gestão para apoiar os núcleos de inovação tecnológica nas instituições de ensino superior

Resumo: This thesis focused on organizational processes, with emphasis on knowledge management, as an element of construction of the environment conducive to the transfer of technology, in the relationship of cooperation between university-businessgovernment. Within the scope of Higher Education Institutions (HEI), the importance of Technological Innovation Centers (TICs) was highlighted, connected to market needs and strengthened as technological support and research. The research aimed to identify management actions for the consolidation of TICs in HEI. In order to do so, the phases of the research were accomplished, describing the performance of TICs in Brazil and the performance of Research Results Transfer Office (RRTO), in Spain, which are organizations similar to TICs from abroad. Afterwards, a comparison was made between the performance of TICs and RRTO, in order to relate the management actions that can be implemented by TICs, then a new investigation was made alongside the TICs managers to validate the proposed methodological framework, from the results collected, with a description of the actions that aim to contribute to the consolidation of TICs. The fundamental aspects of the theory that underpinned the research were initially reviewed, oriented in three constructs: the organizational structure and the units of reference knowledge management and technology transfer. Such theories allowed the elucidation of the attributions provided in the legal framework and in the effective actions that the TICs perform, in the national and international context. In the methodology the approach is predominantly qualitative and were applied the techniques of content analysis and documentary analysis. The quantitative technique was used for the diagnoses of the TIC action, throughout survey and the data analysis was performed through Descriptive Statistics. The primary data collection involved conducting face-to-face interviews with 07 TICs managers and 10 RRTO managers. The secondary data was collected from documents provided by TICs and RRTO, in addition to the public access documents. The primary data collection, in the quantitative phase, involved 90 respondents of the questionnaire, among TICs managers and collaborators. The results showed that TICs, in general, are implemented or have actions that allow their operation. They have multidisciplinary teams, trained, with a high level of training. The innovation policy is formalized and encompasses actions that foster synergy in cooperative projects. The main aspects that were identified as barriers to TICs actions are the allocation of vacancies and selection criteria for the direction of TICs and formal recognition for researchers. It was possible to observe, from the analyzes of the RRTO that there is a strong involvement of the actions linked to the network work that there is a public agencies commitment, for financing in addition to the universities' own resources, for research, development and innovation projects. Through the research results it was possible to establish an overview of how TICs are found, identifying weaknesses and / or processes that need to be better structured and thus, the proposition of the methodology for the actions aims to support the strategic decisions in TICs.

No âmbito das Instituições de Ensino Superior (IES) destacou-se a importância dos Núcleos de Inovação Tecnológica (NIT), conectados com as necessidades de mercado e potencializados como apoio tecnológico e pesquisa. A pesquisa teve como objetivo identificar ações de gestão para a consolidação dos NIT nas IES. Para tanto, foram cumpridas as fases da pesquisa descrevendo a atuação dos NIT no Brasil e a atuação dos Escritórios de Transferência e Resultados de Pesquisa (OTRI), na Espanha, que são organizações similares aos NIT no exterior; após, foi feita a comparação da atuação dos NIT com as OTRI, para relacionar as ações de gestão que podem ser implementadas pelos NIT, em seguida, foi feita nova investigação junto aos gestores dos NIT, para a validação do quadro metodológico proposto, a partir dos resultados coletados, com a descrição das ações que visam contribuir para a consolidação dos NIT. Foram revisados inicialmente os aspectos fundamentais da teoria que embasa a pesquisa, direcionadas em três construtos: a estrutura organizacional e as unidades de referência gestão do conhecimento e transferência de tecnologia. Tais teorias permitiram a elucidação das atribuições previstas no arcabouço legal e nas ações efetivas que os NIT realizam, no contexto nacional e internacional. Na metodologia a abordagem é predominantemente qualitativa e foram aplicadas as técnicas de análise de conteúdo e análise documental. Utilizou-se a técnica quantitativa para fazer o diagnóstico da atuação dos NIT, por meio da pesquisa survey e a análise dos dados realizou-se pela Estatística Descritiva. A coleta de dados primários envolveu a realização de entrevistas com 07 gestores de NIT e de 10 gestores de OTRI. Os dados secundários foram coletados de documentos fornecidos pelos NIT e OTRI, além dos documentos de acesso público. A coleta de dados primários, na fase quantitativa, envolveu 90 respondentes do questionário, entre gestores e colaboradores de NIT. Os resultados mostraram que os NIT, em geral, estão implementados ou têm ações que permitem o seu funcionamento. Contam com equipes multidisciplinares, capacitadas, com alto nível de formação. A política de inovação está formalizada e abrange ações que propiciam a sinergia nos projetos cooperativos. Os aspectos principais que foram apontados como barreiras para as ações dos NIT referem-se à destinação de vagas e critérios de seleção para a direção do NIT e ao reconhecimento formal para os pesquisadores. Foi possível observar, a partir das análises das OTRI que há um forte envolvimento das ações vinculadas ao trabalho em rede; que há um comprometimento dos órgãos públicos, para financiamentos, além dos recursos próprios das universidades, para os projetos de pesquisa, desenvolvimento e inovação.
