Social Security was created with the objective of ensuring the social right to the worker or taxpayer who is helpless or unable to perform his labor functions, providing for his own and his family's support. About the social security system, social security benefits are listed in order to provide for the maintenance of the insured who have advanced age and lengthof service. In view of the reforms that have taken place in the general social security system, this paper aims to make a comparison of the social security rules before and after the approval of Constitutional Amendment 103/19. The possible social impactsand the legislative evolution of retirement benefits will be addressed. The research problem questions whether the transition rules can be considered beneficial or not for the insured of the general social security system, through a comparison between theold and the current legislation, and if in fact the transitional rules represent an advance in the conquest of rights by the insured of the general social security system. To this end, the methodology is developed from an exploratory bibliographical study, with the construction of the text based on readings in books, articles, electronic sites, as well as consultation of Brazilian legislation and jurisprudence.
