A relação entre companhias militares privadas e indicadores de fragilidade estatal: o caso da Somália

The present paper studies the relation between private military companies (PMCs) and state fragility indicators in Failed States in conflict, based on a literature review on the topic and a case study about Somalia. Firstly, a review of the modern philosophical thought about the State is carried out, as well as an investigation of the existing bibliography on the Theory of Failed States, presenting its different approaches and perspectives. Then, in order to understand the present Failed States, the phenomenon of low-intensity conflicts is presented. Further on, the work analyses the history and definition of PMCs, as well as some international normative instruments that address the phenomenon. Then, to investigate the relation of these companies with Failed States, a case study of Somalia is carried out, comparing the different periods and different performance characteristics of the PMCs with the State fragility indicators of the Fragile States Index. Finally, it is concluded that the mere presence of PMCs in a given territory can already be an indicator of fragility; and that the performance of the companies has a deep connection with the interests of their contractors.
