O controle de escolhas administrativas no Brasil: nova perspectiva para a prossecução do interesse público

This article deals with the expansion of control over Brazilian Public Administration. The highlighted event is a premise to ensure management effectiveness, considering that, in a complex and globalized world, the guarantee of public interest underlying state-owned interests depends on legitimacy, sustainability, humanity and commitment in administrative discretion exercise. During the research, it is denoted doctrinal and institutional effort to introduce these values into Brazilian public agente daily work, emphasizing that administrative choices are now submitted, in Brazil, to four kinds of control, namely: social, technical (“risk management”), judicial and performance (“people management”). The main goal is to structure the understanding each of these control programs, identifying its theoretical assumptions, institutional consequences and practical limitations. Reading the work allows identifying that there are theoretical subsidies – and even consolidated normative reference – in order to supervise and correct arbitrariness in the field of administrative choices. However, due to a timid investment in "positive quality control" (lack of incentive for qualification and engagement) in people management segment, it is argued that is still not possible to talk about a favorable environment for the construction of more responsive administrative decisions in the country. From the methodological angle, there is an applied nature research, descriptive objectives, based on bibliographic and documental survey, quantitative data analysis and deductive approach method.
