Challenges in fighting disinformation in the COVID-19 pandemic and initiatives to create observatories

Resumo: | The excessive increase in the production of information about Covid-19 and the spread of disinformation through the amplification of social media have brought up difficulties in identifying quality information and reliable sources guided by scientific evidence, causing informational insecurity and an impact on the physical and mental health of the population on a world scale. The general objective of this study is to identify Brazilian initiatives to develop observatories on Covid-19, investigating their relevance in the fight against disinformation. The specific objectives consist of mapping the institutions that used the strategy of building observatories; to identify the purpose used for the creation of these observatories; to correlate the purposes identified with the pillars of combating the infodemic proposed by the World Health Organization. The methodology adopted is exploratory and descriptive, with a qualitative and quantitative approach. We found 36 observatories about Covid-19, which were classified according to the type of institution and its mission. The classification by the type of institution generated ten categories, namely: Teaching and Research Institution, Independent Research Initiative, Non-profit Organization, Class Entity, Foundation, State Institution, Sociocultural Institute, Federal Legislative, Federal Autarchy, Municipal Entity. As for the mission, the proposal by Pacheco & Batista (2016) was used, generating three categories, namely: Monitoring and sectorial follow-up; Analysis study for decision-making; and Communication of Information or strategic knowledge. Based on the four pillars of infodemic management, proposed at the July 2020 Conference promoted by the World Health Organization, an analysis of the initiatives to create observatories was carried out, observing the strategies created to generate and organize information about Covid-19 and, in this way, minimize the challenges of the infodemic and disinformation that have emerged throughout the Pandemic. It is concluded that observatories can be considered instruments used by different institutions for information management to minimize the challenges that the infodemic phenomenon and disinformation brought to the Covid-19 pandemic. |

El objetivo general de este estudio es identificar iniciativas brasileñas para desarrollar observatorios sobre Covid-19, investigando su relevancia en la lucha contra la desinformación. Los objetivos específicos consisten en mapear las instituciones que utilizaron la estrategia de construcción de observatorios; identificar el propósito utilizado para la creación de estos observatorios; correlacionar los propósitos identificados con los pilares de combate a la infodemia propuestos por la Organización Mundial de la Salud. La metodología adoptada es exploratoria y descriptiva, con enfoque cualitativo y cuantitativo. Encontramos 36 observatorios con la temática del Covid-19, los cuales fueron clasificados según el tipo de institución y su misión. La clasificación por tipo de institución generó diez categorías, a saber: Institución de Enseñanza e Investigación, Iniciativa de Investigación Independiente, Organización sin Fines de Lucro, Entidad de Clase, Fundación, Institución del Estado, Instituto Sociocultural, Legislativo Federal, Autarquía Federal, Entidad Municipal. En cuanto a la misión, se utilizó la propuesta de Pacheco & Batista (2016), generando tres categorías, a saber: Monitoreo y seguimiento sectorial; Estudio de análisis para la toma de decisiones; y Comunicación de Información o conocimiento estratégico. Con base en los cuatro pilares de la gestión de la infodemia, propuestos en la Conferencia de julio de 2020 promovida por la Organización Mundial de la Salud, se realizó un análisis de las iniciativas para crear observatorios, observando las estrategias creadas para generar y organizar la información sobre el Covid-19. 19 y de esta manera minimizar los desafíos de la infodemia y la desinformación que han surgido a lo largo de la pandemia. A classificação por tipo de instituição gerou dez categorias, a saber: Instituição de Ensino e Pesquisa, Iniciativa Independente de pesquisadores, Organização sem fins lucrativos, Entidade de Classe, Fundação, Instituição Estadual, Instituto Sociocultural, Legislativo Federal, Autarquia Federal, Entidade Municipalista. Quanto à missão, foi utilizada a proposta de Pacheco & Batista (2016), gerando três categorias, a saber: Monitoramento e acompanhamento setorial; Estudo de análise para tomada de decisão; e Comunicação de Informação ou conhecimento estratégico. A partir dos quatro pilares da gestão da infodemia, propostos na Conferência de julho de 2020 promovida pela Organização Mundial da Saúde, foi realizada uma análise das iniciativas de criação dos observatórios, observando as estratégias criadas para gerar e organizar as informações sobre a Covid-19 e desta forma minimizar os desafios da infodemia e da desinformação que foram surgindo ao longo da pandemia.
