Innovative professional practices and the 2030 agenda: standardization as a strategic alignment model

Resumo: | Compliance with the 2030 Agenda implies an increase in the capacity of organizations for strategic alignment, playing a connecting role and integrating different perspectives for valuing sectoral contributions. One of the perspectives to be studied is that of the Information Documentation Sector through the analyses of the type of statistics and evaluation studies carried out. In this context, we present the study carried out by CHAM – Centro de Humanidades (NOVA FCSH) as an answer to the research question How can standardization contribute to the strategic alignment of information services performance with Sustainable Development Goals? Based on an interdisciplinary view of In-formation Science, Evaluation Research and Evidence-Based Practice, this exploratory and predominantly qualitative study is focused on the intersection of international standards on performance evaluation of information services with sustainable development, using two analyses: a) Macro: to examine the strategy and initiatives of ISO alignment with the 2030 Agenda, highlighting the standardization activities promoted by ISO/TC 46; and b) Micro: to explore the incorporation into international standards of performance indicators that allow collection of evidence of information services’ contribution to SGDs. Based on the examination of the 12 indicators defined for the nine goals of SDG 4 and ISO 11620’s performance indicators, the competence development area was identified as a strategic alignment point, leading to the development of two indicators - one, focused on the development of ICT skills supported by libraries and the other, focused on functional literacy and numeracy of users. |

Una de las perspectivas a estudiar es la del Sector de la Información y Documentación, analizando el tipo de estadisticas y estudios de evaluación que se realizan. En este contexto, presentamos el estudio realizado por CHAM – Centro de Humanidades (NOVA FCSH) que tuvo como objetivo responder a la pregunta de investigación ¿Cómo puede contribuir la estandarización al alineamiento estratégico del rendimiento de los servicios de información con los Objetivos de Desarrollo Sostenible? Basado en una visión interdisciplinaria de las Ciencias de la Información, la Investigación en Evaluación y la Práctica Basada en Evidencia, este estudio exploratorio, predominantemente cualitativo, se centró en la intersección de los estándares internacionales para la Evaluación del Rendimiento de los Servicios de Información con el Desarrollo Sostenible, utilizando dos análisis: a ) Macro: examen de la estrategia y iniciativas de alineación de la ISO con la Agenda 2030 y destacando las actividades de normalización promovidas por ISO/TC 46; b) Micro: exploración de la incorporación a estándares internacionales de indicadores de rendimiento que permitan recolectar evidencias de la contribución de los servicios de información. Con base en el examen de los 12 indicadores definidos para las nueve metas del ODS 4 y los indicadores de rendimiento de la ISO 11620, el área de desarrollo de competencias fue identificada como un punto de alineación estratégica, habiéndose desarrollado dos indicadores - uno, enfocado en el desarrollo de competencias en TIC promovidas por las bibliotecas y otro, enfocado a la lectoescritura y aritmética funcionales de sus usuarios.O cumprimento da Agenda 2030 implica um aumento da capacidade de alinhamento estratégico das organizações, exercendo um papel de conexão e integrando diferentes perspetivas de valorização dos contributos setoriais. Uma das perspetivas a ser estudada é a do Setor de Informação Documentação, analisando o tipo de estatísticas e estudos de avaliação realizados. Nesse âmbito, apresenta-se o estudo realizado pelo CHAM – Centro de Humanidades (NOVA FCSH) que visou responder à pergunta de investigação Como pode a normalização contribuir para o alinhamento estratégico do desempenho dos serviços de informação com os Objetivos do Desenvolvimento Sustentável? Tendo como enquadramento uma visão interdisciplinar da Ciência da Informação, da Investigação em Avaliação e da Prática Baseada em Evidências, este estudo exploratório, predominantemente qualitativo, incidiu na interseção das normas internacionais de Avaliação do Desempenho de Serviços de Informação com o Desenvolvimento Sustentável, utilizando duas análises: a) Macro: examinando a estratégia e iniciativas de alinhamento da ISO com a Agenda 2030 e destacando as atividades de normalização promovidas pela ISO/TC 46; e b) Micro: explorando a incorporação em normas internacionais de indicadores de desempenho que permitam a recolha de evidências do contributo dos serviços de informação.
