Guidelines for preparing a policy for the acquisition and incorporation of private digital archives

Resumo: Acquisition of documents is one of the activities carried out by archival institutions as part of the collection formation process. This activity, also called extraordinary incorporation - which takes place outside the document management process - develops from the donation, purchase, estate, exchange, loan, etc., of documentary collections from different sources. To assist in the performance of this activity, archival institutions seek to establish a Policy for the Acquisition and Incorporation of private archives. This, in turn, will establish evaluation methods and work protocols so that acquisitions and incorporations occur in line with the institution's objectives, and so that there are no future problems, to the detriment of the private origin of the documentation. However, the evolution of technologies and the insertion of the digital environment in the archival field creates the need to rethink archival policies for collections of private origin, in order to include digital documents. In this sense, this research aims to reflect on the processes of acquiring private digital files, taking into account the specific needs of native digital collections and proposed a guideline that guides the development of Acquisition Policies for the Incorporation of Digital Private Files. When we talk about digital files, we are talking about documents that were created in digital environments - that is, born digital - and remained digital throughout their existence. The technical recommendations for preserving the authenticity and context of production and organicity of these collections is that they be kept in the same chain of custody from their production until the end of their useful life, that is, these documents need to be kept in the same management system. Therefore, the transfer of these documents to another institution, and consequently to another chain of custody, may cause irreversible losses to such files. To develop this research, we defined the Multiple Case Study as the method to be used, due to its ability to explore contemporary phenomena. In this sense, the development of the research was divided into four stages: (1) Planning the case study; (2) Bibliographic Survey; (3) Case Study data collection; (4) Analysis of collected data. It appears that research aimed at dealing with the problem of digital documents in a permanent phase is still very incipient. In addition to the issues that are normally part of the necessary scope for developing a Private Archives Acquisition and Incorporation Policy, it is now necessary to incorporate typical specificities of digital collections. However, for this policy to be developed and applied efficiently within archival institutions, it is necessary to previously establish other policies, such as, for example, the digital preservation policy, which will need to be in line with the acquisition and incorporation policy. This study is still in its initial phase, and therefore will be further developed.

However, for this policy to be developed and applied efficiently within archival institutions, it is necessary to previously establish other policies, such as, for example, the digital preservation policy, which will need to be in line with the acquisition and incorporation policy. This study is still in its initial phase, and therefore will be further developed.La adquisición de documentos es una de las actividades que llevan a cabo las instituciones archivísticas como parte del proceso de formación de colecciones. Esta actividad, también llamada incorporación extraordinaria -que se desarrolla fuera del proceso de gestión documental- se desarrolla a partir de la donación, compra, herencia, permuta, préstamo, etc., de fondos documentales de distintas procedencias. Para ayudar en el desempeño de esta actividad, las instituciones archivísticas buscan establecer una Política para la Adquisición e Incorporación de archivos privados. Éste, a su vez, establecerá métodos de evaluación y protocolos de trabajo para que las adquisiciones e incorporaciones se produzcan en consonancia con los objetivos de la institución, y para que no haya problemas futuros, en detrimento del origen privado de la documentación. Sin embargo, la evolución de las tecnologías y la inserción del entorno digital en el ámbito archivístico genera la necesidad de repensar las políticas archivísticas de las colecciones de origen privado, con el fin de incluir documentos digitales. En este sentido, esta investigación pretende reflexionar sobre los procesos de adquisición de archivos digitales privados, teniendo en cuenta las necesidades específicas de las colecciones digitales nativas y propuso una directriz que oriente el desarrollo de Políticas de Adquisición para la Incorporación de Archivos Privados Digitales. Cuando hablamos de archivos digitales, hablamos de documentos que fueron creados en entornos digitales -es decir, nacieron digitales- y permanecieron digitales durante toda su existencia. Las recomendaciones técnicas para preservar la autenticidad y el contexto de producción y organicidad de estas colecciones es que se mantengan en la misma cadena de custodia desde su producción hasta el final de su vida útil, es decir, estos documentos deben conservarse en el mismo sistema de gestión. Por lo tanto, el traslado de estos documentos a otra institución, y en consecuencia a otra cadena de custodia, puede causar pérdidas irreversibles a dichos archivos. Para desarrollar esta investigación definimos como método a utilizar el Estudio de Casos Múltiples, debido a su capacidad para explorar fenómenos contemporáneos. En este sentido, el desarrollo de la investigación se dividió en cuatro etapas: (1) Planificación del estudio de caso; (2) Estudio bibliográfico; (3) Recopilación de datos de estudios de caso; (4) Análisis de los datos recopilados. Parece que las investigaciones encaminadas a abordar el problema de los documentos digitales en una fase permanente son todavía muy incipientes. Además de las cuestiones que normalmente forman parte del ámbito necesario para desarrollar una Política de Adquisición e Incorporación de Archivos Privados, ahora es necesario incorporar especificidades propias de las colecciones digitales. Sin embargo, para que esta política se desarrolle y aplique eficientemente dentro de las instituciones archivísticas, es necesario establecer previamente otras políticas, como por ejemplo la política de preservación digital, que deberá estar en línea con la política de adquisición e incorporación. Este estudio aún se encuentra en su fase inicial, por lo que se seguirá desarrollando.Aquisição de documentos é uma das atividades desenvolvidas pelas instituições arquivísticas como parte do processo de formação de acervo. Essa atividade, chamada também de incorporação extraordinária – que acontece fora do processo de gestão de documentos –, se desenvolve a partir de doação, compra, espólio, permuta, empréstimo, etc., de acervos documentais de diferentes proveniências. Para auxiliar o desempenho dessa atividade, as instituições arquivísticas buscam estabelecer uma Política de Aquisição e Incorporação de arquivos privados. Essa, por sua vez, estabelecerá métodos avaliativos e protocolos de trabalhos para que as aquisições e incorporações ocorram em consonância com os objetivos da instituição, e para que não haja problemas futuros, em detrimento da origem privada da documentação. Contudo, a evolução das tecnologias e a inserção do ambiente digital no campo arquivístico cria a necessidade de repensar as políticas arquivísticas para acervos de origem privada, a fim de contemplar documentos digitais. Nesse sentido, esta pesquisa tem como objetivo refletir sobre os processos de aquisição de arquivos digitais privados, levando em conta as necessidades específicas dos acervos nativos digitais e propor uma diretriz que norteie o desenvolvimento de Políticas de Aquisição de Incorporação de Arquivos Privados Digitais. Ao tratarmos de arquivos digitais, estamos falando de documentos que foram criados em ambientes digitais – ou seja, natos digitais – e permaneceram digitais durante toda sua fase de existência. As recomendações técnicas para preservação da autenticidade e do contexto de produção e organicidade desses acervos é que esse seja mantido da mesma cadeia de custódia desde sua produção até final de sua vida útil, ou seja, esses documentos precisam ser mantidos em um mesmo sistema de gestão. Diante disso, a transferência desses documentos para outra instituição, e consequentemente para outra cadeia de custódia, poderá causar perdas irreversíveis a tais arquivos. Para desenvolvimento desta pesquisa, definimos o Estudo de Caso Múltiplo como método a ser utilizado, pela sua capacidade de explorar fenômenos contemporâneos. Nesse sentido, o desenvolvimento da pesquisa foi dividido em quatro etapas: (1) Planejamento do estudo de caso; (2) Levantamento Bibliográfico; (3) Coleta de dados do Estudo de Caso; (4) Análise dos dados coletados. Constata-se que ainda são muito incipientes as pesquisas que visam lidar com a problemática de documentos digitais em fase permanente. Além das questões que normalmente fazem parte do escopo necessário para a elaboração de uma Política de Aquisição e Incorporação de Arquivos Privados, agora é necessário incorporar especificidades típicas dos acervos digitais. Contudo, para que essa política seja desenvolvida e aplicada de forma eficiente dentro das instituições arquivísticas, é preciso estabelecer previamente outras políticas, como por exemplo, a política de preservação digital, que necessitará estar em consonância com a política de aquisição e incorporação.
