Incentives for entrepreneurship for the generation of innovation in Angola

Resumo: The generation of innovation within the scope of entrepreneurship aimed at economic development is aligned with the market, whose results obtained through 'new' or incremental knowledge are transformed into economic value. Thus, it is highlighted that it is essential to have interaction between the main agents of innovation: government, university/research institution and company. The study aimed to analyze the strategies to encourage entrepreneurship to generate innovation in Angola. Regarding the methodological procedures, this is a qualitative nature and a descriptive exploratory type. An analysis of the Angolan legislation focused about entrepreneurship and innovation was carried out. In addition, innovation portals were mapped and information regarding entrepreneurship and innovation in Angola was analyzed. Public innovation policies were identified, focusing on those that provide economic development in line with local and national needs. In the international context, for the first time Angola was present in the 2021 Global Innovation Index, results of investment in innovation. From this perspective, Angola ranked 119th in terms of the human capital and research pillar, in relation to knowledge and technology products, and creative products ranked 129th and 130th respectively. Regarding strategies aimed at entrepreneurship, it was observed that business incubators have provided an environment that favors the creation and development of products and services, especially knowledge-intensive ones. The actors that develop innovation actions in Angola are higher education institutions, entrepreneurs, companies, investors, public entities and development organizations. The 'Inova Angola' program stands out, a technology transfer and innovation network, which aims to bring together the community of innovators in one place, such as higher education institutions, startups, companies, entrepreneurs, researchers, and investors. Also noteworthy is the ‘Angola Accelerator’, an initiative aimed at micro-enterprises, encompassing several programs focused on entrepreneurial initiatives, attracting young people and women who have solid business ideas or companies in their initial phase, guiding the actions necessary for the ventures. The 'Payment System Innovation Laboratory', a project by the 'Angolan Accelerator', encompasses some programs such as the 'Fintech Incubator' launched by the National Bank of Angola in partnership with the Ministry of Higher Education, Science, Technology and Innovation, whose purpose is to select fintech startups. It should be noted that even though there are several initiatives in Angola, aimed at creating a favorable environment for innovation and entrepreneurship and, thus, constituting an innovation ecosystem, it is necessary to expand these initiatives in the country, instituting a national innovation system that works more efficiently, supporting the interaction between government, university, and business.

Así, se destaca que es fundamental la interacción entre los principales agentes de la innovación: gobierno, universidad/institución de investigación y empresa. El estudio tuvo como objetivo analizar las estrategias de fomento del emprendimiento para generar innovación en Angola. En cuanto a los procedimientos metodológicos, se trata de una investigación cualitativa de carácter descriptivo y exploratorio. Se realizó un análisis de la legislación angoleña centrada en el emprendimiento y la innovación. Además, se mapearon portales de innovación y se analizó información sobre emprendimiento e innovación en Angola. Se identificaron políticas públicas de innovación, enfocándose en aquellas que proporcionen un desarrollo económico acorde a las necesidades locales y nacionales. En el contexto internacional, por primera vez Angola estuvo presente en el Índice Global de Innovación 2021, resultado de la inversión en innovación. En esa perspectiva, Angola ocupó el puesto 119 en el pilar de capital humano e investigación, con relación a los productos de conocimiento y tecnología, y los productos creativos ocuparon los puestos 129 y 130, respectivamente. En cuanto a las estrategias dirigidas al emprendimiento, se observó que las incubadoras de empresas han proporcionado un entorno que favorece la creación y desarrollo de productos y servicios, especialmente intensivos en conocimiento. Los actores que desarrollan acciones de innovación en Angola son: instituciones de educación superior, emprendedores, empresas, inversionistas, entidades públicas y organizaciones de desarrollo. Se destaca el programa 'Inova Angola', una red de innovación y transferencia de tecnología, que tiene como objetivo reunir en un solo lugar a la comunidad de innovadores, como instituciones de educación superior, startups, empresas, emprendedores, investigadores e inversores. También se destaca el ‘Acelerador de Angola’, una iniciativa dirigida a las microempresas, que engloba varios programas enfocados en iniciativas emprendedoras, atrayendo a jóvenes y mujeres que tienen ideas de negocios sólidas o empresas en su fase inicial, orientando las acciones necesarias para los emprendimientos. El 'Laboratorio de Innovación en Sistemas de Pago', proyecto de la 'Aceleradora de Angola', engloba algunos programas como la 'Incubadora Fintech' lanzada por el Banco Nacional de Angola en alianza con el Ministerio de Educación Superior, Ciencia, Tecnología e Innovación, cuyo propósito es seleccionar startups fintech. Cabe señalar que, si bien existen varias iniciativas en Angola, dirigidas a crear un ambiente favorable para la innovación y el emprendimiento y, por lo tanto, constituir un ecosistema de innovación, es necesario expandir estas iniciativas en el país, instituyendo un sistema nacional de innovación que trabaja de manera más eficiente, apoyando la interacción entre el gobierno, la universidad y la empresa.A geração de inovação no âmbito do empreendedorismo visando o desenvolvimento econômico tem alinhamento com o mercado, cujos resultados obtidos por meio do conhecimento ‘novo’ ou incremental se transforma em valor econômico. Desse modo, destaca-se que é fundamental haver interação entre os principais agentes de inovação: governo, universidade/instituição de pesquisa e empresa. O estudo visou analisar as estratégias de incentivo ao empreendedorismo para geração de inovação em Angola. No que tange aos procedimentos metodológicos, trata-se de uma pesquisa de natureza qualitativa do tipo descritiva e exploratória. Realizou-se a análise da legislação angolana voltada ao empreendedorismo e à inovação. Além disso, mapeou-se os portais de inovação e analisou-se as informações referentes ao empreendedorismo e à inovação em Angola. Identificou-se as políticas públicas de inovação, enfocando as que proporcionam desenvolvimento econômico alinhadas às necessidades locais e nacionais. No contexto internacional, pela primeira vez Angola se fez presente no Índice Global de Inovação de 2021, resultados do investimento em inovação. Nessa perspectiva, Angola ficou em 119º lugar no que tange ao pilar capital humano e pesquisa, em relação aos produtos de conhecimento e tecnologia e produtos criativos ocupou o 129º e o 130º lugares respetivamente. No que concerne as estratégias voltadas ao empreendedorismo, observou-se que as incubadoras de empresas, têm propiciado um ambiente que favorece a criação e o desenvolvimento de produtos e serviços, em especial os intensivos em conhecimento. Os atores que desenvolvem as ações de inovação em Angola são: instituições de ensino superior, empreendedores, empresas, investidores, entidades públicas e organizações para o desenvolvimento. Destaca-se o programa ‘Inova Angola’, rede de transferência de tecnologia e inovação, que visa congregar a comunidade de inovadores em um só local como, por exemplo,  instituições de ensino superior, startups, empresas, empreendedores, investigadores e investidores. Destaca-se, também, a ‘Aceleradora Angolana’, iniciativa voltada às microempresas, englobando vários programas com foco em iniciativas empreendedoras, captando jovens e mulheres que possuem ideias de negócio sólida ou empresas em fase inicial, orientando as ações necessárias aos empreendimentos. O ‘Laboratório de Inovação do Sistema de Pagamentos’, projeto da ‘Aceleradora Angolana’, engloba alguns programas como a ‘Incubadora Fintech’ lançada pelo  Banco Nacional de Angola em parceria com o Ministério de Ensino Superior, Ciência, Tecnologia e Inovação, cujo propósito é selecionar startups fintech.
