Scientific knowledge as a generator of innovation: overview of researchers in Angola 2016 to 2018

Resumo: The reality of Angolan universities in relation to scientific research focused on innovation still lacks strategies and actions that effectively make it possible, as it is considered that the innovation generated in this context is a determining factor for the development of the Country. Innovation is an aspect that should be part of higher education institutions, mainly because they generate knowledge that have a social and economic impact on a local, regional and/or national community. In the case of Angola, some steps have been taken, but given the country's problems and the scarcity of researchers with graduate training at universities, this constitutes a limiting factor for the generation of innovation. From this perspective, the objective was to analyze the scenario of researchers in Angola in the period 2016 and 2018, and its impact on scientific research for the generation of innovation. Regarding the methodological procedures, the nature of the research is qualitative, quantitative, descriptive, exploratory, and documental. The documentary research made use of primary documents, such as: decrees, laws, resolutions and other legal instruments and secondary sources such as: statistical yearbooks of higher education from 2016 to 2018. These were useful to evidence the statistics related to professors and researchers of Angola in the years under study. With regard to the identification of public policies, it was done by government decrees and laws of Angola. Regarding the results, the data from 2016 to 2018 on the panorama of higher education in Angola, includes seventy-two higher education institutions, of which twenty-five are public and forty-seven privates. Within the scope of public higher education institutions, there were 638 doctors and 1,814 masters in 2016, and in the following years an increase of 59 doctors and only 4 (four) masters can be observed in 2017, while in 2018 there was a considerable increase of almost 652 doctors and 1,088 masters. Regarding private higher education institutions, for the years under study, the statistical yearbooks do not include data from researchers in this sector. It identified the existence of public policies aimed at increasing qualified human capital for research, in order to achieve social and economic development. Public policy on the approval of Presidential Decree nº 109/19, which establishes the status of the career of scientific investigator, stands out as an essential element for the generation of innovation in the field of research.

La innovación es un aspecto que debe formar parte de las instituciones de educación superior, principalmente porque generan conocimientos que tienen un impacto social y económico en una comunidad local, regional y/o nacional. En el caso de Angola se han dado algunos pasos, pero dada la problemática del País y la escasez de investigadores con formación de posgrado en las universidades, esto constituye un factor limitante para la generación de innovación. Desde esa perspectiva, el objetivo fue analizar el escenario de los investigadores en Angola en el período 2016 y 2018, y su impacto en la investigación científica para la generación de innovación. En cuanto a los procedimientos metodológicos, la naturaleza de la investigación es cualitativa, cuantitativa, descriptiva, exploratoria y documental. La investigación documental hizo uso de documentos primarios, tales como: decretos, leyes, resoluciones y otros instrumentos legales y fuentes secundarias como: anuarios estadísticos de educación superior de 2016 a 2018. Estos sirvieron para evidenciar las estadísticas relacionadas con los profesores e investigadores de Angola en los años de estudio. En cuanto a la identificación de las políticas públicas, fue hecha por decretos gubernamentales y leyes de Angola. En cuanto a los resultados, los datos de 2016 a 2018 sobre el panorama de la educación superior en Angola, contemplan setenta y dos instituciones de enseñanza superior, de las cuales veinticinco son públicas y cuarenta y siete privadas. En el ámbito de las instituciones de educación superior públicas, había 638 doctores y 1.814 maestrías en 2016, y en los años siguientes se puede observar un aumento de 59 doctores y solo 4 (cuatro) maestrías en 2017, mientras que en 2018 hubo un aumento considerable de casi 652 doctores y 1.088 másteres. En cuanto a las instituciones de educación superior privadas, para los años en estudio, los anuarios estadísticos no incluyen datos de investigadores de este sector. Se identificó la existencia de políticas públicas dirigidas a incrementar el capital humano calificado para la investigación, con el fin de lograr el desarrollo social y económico. La política pública sobre la aprobación del Decreto Presidencial nº 109/19, que establece el estatuto de la carrera de investigador científico, se destaca como un elemento fundamental para la generación de innovación en el campo de la investigación.A realidade das universidades angolanas em relação à investigação científica voltada à inovação, ainda, carece de estratégias e ações que a viabilizem efetivamente, pois considera-se que a inovação gerada nesse contexto é fator determinante para o desenvolvimento do País. A inovação é um aspecto que deve fazer parte das instituições de ensino superior, principalmente por estas serem geradoras de conhecimento que impactam social e economicamente em uma comunidade local, regional e/ou nacional. Tratando-se de Angola, alguns passos têm sido dado, porém diante dos problemas do País e da pouca oferta de pesquisadores com formação em nível de pós-graduação nas universidades, se constitui em um fator limitador para a geração de inovação. Nessa perspectiva, objetivou-se analisar o cenário dos pesquisadores de Angola no período de 2016 e 2018, e seu impacto na investigação científica para a geração de inovação. Em relação aos procedimentos metodológicos, a natureza da pesquisa é qualiquantitativa, do tipo descritiva e exploratória e documental. A pesquisa documental se valeu de documentos primários, tais como: decretos, leis, resoluções e outros instrumentos legais e fontes secundários tais como: anuários estatísticos do ensino superior de 2016 a 2018. Estes foram úteis para evidenciar as estatísticas relativas aos docentes e pesquisadores de Angola nos anos em estudo. No que tange a identificação das políticas públicas, foi feita por decretos e leis governamentais de Angola. Em relação aos resultados, os dados de 2016 a 2018 sobre o panorama do ensino superior em Angola, contempla setenta e duas instituições de ensino superior, das quais vinte e cinco públicas e quarenta e sete privadas. No âmbito das instituições de ensino superior públicas verificou-se 638 doutores e 1.814 mestres em 2016, e nos anos seguintes pode-se observar um incremento de 59 doutores e apenas de 4 (quatro) mestres em 2017, enquanto em 2018 houve um aumento considerável de quase 652 doutores e 1.088 mestres. Em relação as instituições de ensino superior privadas, para os anos em estudo, os anuários estatísticos não contemplam dados de pesquisadores neste setor. Identificou-se a existência de políticas públicas que visam o aumento do capital humano qualificado para a investigação, a fim de atingir o desenvolvimento social e econômico.
