The ninth dimension of critical information literacy in praxis and the advocacy coalition: analysis of Brazilian gender initiatives

Resumo: Critical Information Literacy is of paramount importance in the instances of contemporary life that are faced with technological changes and proliferation of information resources. In the field of Information Science, studies on Critical Information Literacy have been developed since 2015 in Brazil. The construction in levels, previously carried out, was brought under a new approach in ten dimensions by Anna Brisola, in her doctoral thesis, in 2021. The ninth dimension, which deals with gender, feminisms, and sexuality, allows the expansion of the debate on information, literacy, critical theories, and gender. In this context, the research intends, from the foundations of the Critical Information Literacy and based on the Advocacy Coalition, to answer the following question: What are the main Defense Coalitions, in Brazil, that aim to resolve the vulnerabilities of women and stimulate the development of equality of genre? Are any of them in line with the objectives of the Critical Information Literacy and its ninth dimension? For responsive purposes, the general objective of the study is to verify the existence of organized Brazilian political groups aimed at improving and expanding access to information for the development and protection of women, in line with the Critical Information Literacy and knowledge about their rights. The methodology is bibliographic and exploratory, with an interest in the theories of the Critical Information Literacy and the Advocacy Coalition, with a qualitative approach that seeks the intersections between theories and praxis with a focus on advocacy actions for the dissemination of information about women, according to the gender feminisms and sexuality dimension, with the performance of informational activism. The results present several Brazilian initiatives represented by groups, networks, platforms, institutes, associations, and organizations that carry out advocacy for the causes of gender equity. When checking the descriptions of Defense Coalitions and considering the political, economic, and social dimensions with a view to the concerns of criticality, each one with its specificities, has the potential to foster Critical Information Literacy for women. Among them, some with actions that are already proposed for objectives awfully close to those of the Critical Information Literacy. It is concluded that in Brazil there is a real movement driven by the Advocacy Coalition in favor of advances in public policies that empower and defend women with significant potential to foster Critical Information Literacy as a knowledge strategy and fight against all forms of violence, racism, differences, and the non-participation of women in politics.

En el campo de las Ciencias de la Información, se vienen desarrollando estudios sobre Alfabetización Informacional Crítica desde 2015 en Brasil. La construcción en niveles, anteriormente realizada, fue replanteada bajo un nuevo enfoque en diez dimensiones por Anna Brisola, en su tesis doctoral, en 2021. La novena dimensión, que trata sobre género, feminismos y sexualidad, permite ampliar el debate sobre información, competencia, teorías críticas y género. En este contexto, la investigación pretende, a partir de los fundamentos de la Alfabetización Informacional Crítica y con base en la Advocacy Coalition, responder a la siguiente pregunta: ¿Cuáles son las principales Coaliciones de Defensa, en Brasil, que buscan resolver las vulnerabilidades de las mujeres y estimular el desarrollo de Equidad de género? ¿Alguna de ellas está alineada con los objetivos de la Competencia Crítica en Información y su novena dimensión? Para efectos de respuesta, el objetivo general del estudio es verificar la existencia de grupos políticos brasileños organizados que tengan como objetivo mejorar y ampliar el acceso a la información para el desarrollo y la protección de las mujeres, en línea con la Competencia Crítica Informacional y el conocimiento sobre sus derechos. La metodología es de carácter bibliográfico y exploratorio, con interés en las teorías de Alfabetización Informacional Crítica y Advocacy Coalition, con un enfoque cualitativo que busca las intersecciones entre teorías y praxis con foco en acciones de incidencia para la difusión de información sobre las mujeres, según la dimensión de género, feminismos y sexualidad, con el desempeño del activismo informativo. Los resultados presentan varias iniciativas brasileñas representadas por grupos, redes, plataformas, institutos, asociaciones y organizaciones que hacen incidencia por las causas de la equidad de género. Al revisar las descripciones de las Coaliciones de Defensa y considerar las dimensiones políticas, económicas y sociales con miras a las preocupaciones de la criticidad, cada una con sus especificidades, tiene el potencial de fomentar la Alfabetización Informacional Crítica para las mujeres. Entre ellas, algunas con acciones que ya se proponen a objetivos muy cercanos a los de la Alfabetización en Información Crítica. Se concluye que en Brasil existe un movimiento real impulsado por Advocacy Coalition a favor de avances en políticas públicas que empoderen y defiendan a las mujeres con potencial significativo para fomentar la Alfabetización Informacional Crítica como estrategia de conocimiento y lucha contra todas las formas de violencia, racismo, diferencias y la no participación de la mujer en la política.A Competência Crítica em Informação é de suma importância nas instâncias da vida contemporânea que se defronta com mudanças tecnológicas e proliferação de recursos de informação. No campo da Ciência da Informação, os estudos sobre Competência Crítica em Informação vêm sendo desenvolvidos desde 2015 no Brasil. A construção em níveis, anteriormente realizada, foi trazida sob nova abordagem em dez dimensões por Anna Brisola, em sua tese de doutorado, em 2021. A nona dimensão, que trata de gênero, feminismos e sexualidade, possibilita a ampliação do debate sobre informação, competência, teorias críticas e gênero. Neste enquadramento, a pesquisa pretende, a partir dos fundamentos da Competência Crítica em Informação e com base na Advocacy Coalition, responder a seguinte questão: Quais são as principais Coalizões de Defesa, no Brasil, que visam dirimir as vulnerabilidades das mulheres e estimular o desenvolvimento da equidade de gênero? Alguma delas possui consonância com os objetivos da Competência Crítica em Informação e de sua nona dimensão? Para fins responsivos, o objetivo geral do estudo é verificar a existência de grupos políticos brasileiros organizados que visem o aprimoramento e ampliação do acesso à informação para o desenvolvimento e a proteção das mulheres, consonantes com a Competência Crítica em Informação e o conhecimento sobre seus direitos. A metodologia é de cunho bibliográfica e exploratória com interesse nas teorias da Competência Crítica em Informação e da Advocacy Coalition, com abordagem qualitativa que busca as interseções entre teorias e práxis com foco em ações de advocacy para divulgação de informação sobre mulheres, de acordo com a dimensão de gênero, feminismos e sexualidade, com desempenho do ativismo informacional. Os resultados apresentam várias iniciativas brasileiras representadas por grupos, redes, plataformas, institutos, associações e organizações que realizam advocacia pelas causas de equidade de gênero. Ao verificar as descrições das Coalizões de Defesa e se considerar as dimensões política, econômica e social com vista às preocupações da criticidade, percebe-se que, cada qual com suas especificidades, tem potencial para fomentar a Competência Crítica em Informação para as mulheres. Dentre elas algumas com ações que já se propõe a objetivos bem próximos aos da Competência Crítica em Informação.
