Pursuing national interests through international regimes

Resumo: | The article analyses the role of the United NationsConvention on the Law of the Sea (UNCLOS) in shapingthe energy strategies of Arctic states, and in defining themode of their regional interactions. An institutionalistperspective is applied in order to understand the differentmechanisms and incentives, which international institutionsand regimes may constitute, in terms of spurring thecooperative behavior of self-interested actors. The analysisis focused upon the submissions made to the Commissionon the Limits of the Continental Shelf (CLCS) by those ofthe circumpolar states that have ratified the UNCLOS, inorder to be able to amplify their access to potential energyrecourses of the Arctic subsoil. The findings indicate thatthis regime has constituted a significant instrument, inorder to mold Arctic state´s energy strategies in line with theadherence to commonly acceptable procedures for territorialdemarcation. Yet, this state of affairs relies upon the mainArctic player´s essential disposition towards avoidingconflict, and may thus ultimately depend upon antecedentvariables of a broader geopolitical character. |
