Resumo: This research analyzes the effect of fiscal policy (customs safeguard) in the productivity of small and medium enterprises in the footwear sector of the city of Ambato Ecuador, productivity is calculated by the relationship between the sector's revenues (sales) and the use of inputs such as labor, energy, capital, materials and other expenses). To determine the interference of the protectionist policy on productivity has been considered a sample of 333 small and medium footwear enterprises of the city, which by contrast variables is determined that fiscal policy affects the productivity of the footwear industry , besides knowing if determining the competitiveness of this important province of Tungurahua sector. The research is descriptive because what is intended is to detail specific characteristics in terms of sales volume of these small and medium enterprises.

The research is descriptive because what is intended is to detail specific characteristics in terms of sales volume of these small and medium enterprises.La presente investigación analiza el efecto que tiene la política fiscal (salvaguardia aduanera) en la productividad de las pequeñas y medianas empresas del sector calzado de la ciudad de Ambato Ecuador, es un estudio investigativo que pretende medir la productividad; mediante la relación existente entre los ingresos del sector (ventas) y la utilización de insumos como: mano de obra, energía, capital, materiales y otros gastos). Para determinar la injerencia de la política proteccionista en la productividad se ha considerado una muestra de 333 pequeñas y medianas empresas de calzado de la ciudad, la cual mediante un contraste de variables se determina que  la política fiscal incide positivamente  en la productividad de la industria de calzado, en 8 puntos porcentuales después de la medida proteccionista la cual está  representada significativamente en un  incremento de las ventas;  además de conocer  que esta politice a fiscal es  terminante en  la competitividad de este sector tan importante para la provincia de Tungurahua.
