Government innovation labs as intermediaries in public problems in Latin America: Analysis of the Latin American Context

Resumo: | Objective: To investigate the problems associated with the action of the Government Innovation Labs (GILs) established in Latin America and how the solutions designed from their initiatives are characterized. Method: Based on documentary research, 29 types of projects carried out between 2014 and 2019 by Latin American GILs were analyzed: LABgobar (Argentina), GNova (Brazil), and Laboratorio de Gobierno (Chile). Main Results: The actions of these organizations were associated with diversified problems, which revealed their own approaches, as well as common interventions. The solutions designed were based on the creation of prototypes, data and evidence gathering, plan design, and conception of digital platforms, among other outcomes. They were also associated to six main needs: improving processes, changing strategies, improving performance, attracting and serving users, supporting the creation of solutions, and contributing to a culture of innovation. Relevance / Originality: The analysis considered a region still under-represented in the literature. By focusing on the context that underlies the establishment of these arrangements, going beyond their organizational characteristics, it broadens the empirical evidence, still considered scarce, on how such initiatives fit as a tool for governmental structures. Theoretical / Methodological Contributions: The article contributes to the knowledge about innovation in the public sector, expanding previous reports of how governments have been required to adapt to new demands of society and to promote new practices in public management. Furthermore, it broadens the understanding of innovation laboratories, providing a broader view of the Latin American case. |

Método: A partir de una Investigación Documental, se analizaron 29 tipos de proyectos realizados entre 2014 y 2019 por LIGs latinoamericanos: LABgobar (Argentina), GNova (Brasil) y Laboratorio de Gobierno (Chile). Resultados principales: La actuación de estas organizaciones se asoció a problemas diversificados, lo que puso de manifiesto sus propios enfoques, así como las intervenciones comunes. Las soluciones diseñadas demostraron estar basadas en la creación de prototipos, la recopilación de datos y pruebas, el diseño de planes y el diseño de plataformas digitales, entre otros resultados. Y vinculado a seis necesidades principales: mejorar los procesos, cambiar las estrategias, mejorar el rendimiento, atraer y atender a los usuarios, apoyar la creación de soluciones y contribuir a una cultura de la innovación. Relevancia/originalidad: El análisis tuvo en cuenta una región que sigue estando poco representada en la literatura. Al centrarse en el contexto que subyace al establecimiento de estos acuerdos, más allá de sus características organizativas, amplía las pruebas empíricas, aún consideradas escasas, sobre el encaje de estas iniciativas como herramienta de las estructuras gubernamentales. Contribuciones teóricos/metodológicos: En los contornos de la innovación pública, la proliferación de laboratorios de innovación tiende a caracterizarse como un proceso isomórfico, el estudio contribuye a permitir la consideración de las posibles particularidades de este fenómeno a medida que se expanden a otras regiones del mundo.RESUMO Objetivo: Investigar os problemas associados à atuação dos laboratórios de inovação em governo (LIG) estabelecidos na América Latina e como são caracterizadas as soluções projetadas com base em suas iniciativas. Método: Com base em pesquisa documental, foram analisados 29 tipos de projetos realizados entre 2014 e 2019 por LIG latino-americanos: LABgobar (Argentina), GNova (Brasil) e Laboratorio de Gobierno (Chile). Principais Resultados: A atuação dessas organizações esteve associada a problemas diversificados, que revelaram enfoques próprios, bem como intervenções comuns. As soluções projetadas estiveram fundamentadas na criação de protótipos, na reunião de dados e evidências, no desenho de planos, na concepção de plataformas digitais, entre outras saídas. Estiveram também ligadas a seis necessidades principais: aprimorar processos, mudar estratégias, melhorar a atuação, atrair e atender usuários, apoiar a criação de soluções e contribuir para a cultura de inovação. Relevância / Originalidade: O recorte de análise considerou uma região ainda sub-representada pela literatura. Ao apresentar como enfoque o contexto que alicerça o estabelecimento desses arranjos, indo além de suas características organizacionais, amplia as evidências empíricas, consideradas ainda escassas, acerca de como tais iniciativas se encaixam como ferramental de estruturas governamentais. Contribuições Teóricas / Metodológicas: O artigo contribui para o conhecimento acerca da inovação no setor público, ampliando relatos anteriores de como governos têm sido instados a se adaptarem a novas exigências da sociedade e a promoverem novas práticas na gestão pública.
