Como objeto de pesquisa, enfocou-se a problemática que envolve as pessoas com deficiência intelectual. Lança mão de pesquisa qualitativa-quantitativa, utilizando-se como instrumentos para a coleta de dados os registros institucionais disponibilizados: documentos administrativos, documentos oficiais hospedados na Internet e registros cursivos como atas e relatórios. Sustenta-se, sobretudo, na análise de documentos do acervo da Secretaria Municipal de Educação, além da pesquisa bibliográfica. Os dados indicam que, embora o município tenha assumido o desafio de promover a inclusão escolar, efetivando algumas Políticas Públicas importantes, existe uma crise de eficácia no que se refere à garantia de direitos fundamentais da pessoa com deficiência intelectual para que possa ser verdadeiramente incluída na escola regular.This study seeks to investigate to what measure the right to inclusive education has been fulfilled in the educational reality of the municipality of Valença/BA, having as reference the legal orientations of the last seven years, when, in 2008, the National Policy for Special Education in the Perspective of Inclusive Education was published. As the object of research, the focus was on the problematic which involves persons with intellectual deficiencies. It makes use of qualitative-quantitative research using as instruments for data collection the institutional registers made available: administrative documents, official documents found on Internet and cursive registers such as minutes and reports. It is based mainly on the analysis of documents in the collection of the Municipal Department of Education, besides bibliographic research.
