Scrum agile methodology in municipal public administration: strategies and difficulties

Resumo: This study intends to identify the difficulties and which strategies are necessary in the use of the agile Scrum methodology in municipal public administration. From the evident bureaucratic characteristics of public administration and its limitations for the use of less rigid management technologies. The research for the theoretical referential indicated initial knowledge about the use of agile technologies in the municipal public sector, and with this this study intends to collaborate with the understanding and outline the difficulties and possible solutions regarding its implementation. To this end, interviews with municipal managers were conducted and the possibility of using the technology while respecting the evident characteristics of the municipal public sector was verified.

A partir das evidentes características burocráticas da administração pública e suas limitações para o emprego de tecnologias de gestão menos rígidas. A investigação para o referencial teórico indicou conhecimento iniciante sobre o uso das tecnologias ágeis no setor público municipal, e com isto este estudo pretende colaborar com o entendimento e traçar as dificuldades e quais possíveis soluções quanto a sua implantação.
