Who trains civil police officers in Human Rights? A look at the academy of the civil police of São Paulo

Resumo: | The programme of the subject “Human Rights: Civil Police and Diversity”, taught in the training courses of the Civil Police Academy of São Paulo, has undergone a series of changes over the years, especially by implementing themes such as gender, race, sexual diversity and disability. This article seeks to analyse whether the teaching staff responsible for this subject received initial or continuing training to deal with these new issues. To this end, we sought to identify the processes of instructors’ selection, as well as if there were qualification programs for the instructors developed by the unit. The methodological path was based on the literature review, with special attention to the topic about police training and teacher training; documentary, in the Official State Gazette and legislation about the Police Academy, especially regarding the selection and training of instructors; and participant observation. The investigation revealed that there are few discussions and qualification initiatives about police training in specialized literature and in the Police Academy itself. This lack of research can hinder the effective implementation of the pedagogical proposal presented in the human rights programme. |

A partir dessas reformulações, o presente artigo busca analisar se o corpo docente responsável pela disciplina recebeu formação inicial ou continuada para lidar com as novas demandas de ensino. Para tanto, buscou-se identificar os processos de seleção dos professores, bem como se houve programas de qualificação docente desenvolvidos pela unidade. O percurso metodológico baseou-se na pesquisa bibliográfica, com atenção para a literatura sobre formação policial e capacitação do corpo docente; documental, realizada no Diário Oficial do Estado e na legislação sobre a Academia de Polícia, especialmente a respeito da seleção e capacitação dos professores; e na observação participante.
