Public education budget and chilean educational macro-policy: findings and discussions

Resumo: The work analyzes the trends of the public budget of Education in Chile in the period 1999-2018, identifying the evolution followed, specifying its changes and recurrences based on the main educational macro policies implemented, dimensions scarcely studied from the policy itself. The analysis is performed from the statistical processing of the budget items and their consolidation over time. It concludes by establishing a relationship between the various sociopolitical milestones experienced by the country in this period, their impact on educational budget proposals, and the magnitude of some policies, showing that beyond technical aspects, education budgets are – in essence – a key instrument of public policy. The analysis confirms the weight that the social and student movements had in the educational policies implemented and the financial provision by the Ministry of Education.

El análisis se realiza a partir del procesamiento estadístico de las partidas presupuestarías y su consolidación en el tiempo. Se concluye estableciendo una relación entre los diversos hitos sociopolíticos experimentados por el país en este periodo, su incidencia en las propuestas presupuestarias en educación y la magnitud de algunas políticas, mostrando que, más allá de los aspectos técnicos, los presupuestos en educación son –en esencia– un instrumento clave de la política pública. El análisis confirma la gravitación que han tenido los movimiento sociales y estudiantiles en las políticas educacionales implementadas y la provisión financiera por el Ministerio de Educación.Cet article analyse les tendances du budget public de l’éducation au Chili pour la période 1999-2018. Il en suit l’évolution et en précise les modifications et les récurrences en se basant sur les principales macropolitiques éducatives mises en oeuvre, dimensions jusqu’ici peu étudiées à partir de la politique elle-même. L’analyse part du traitement statistique des postes budgétaires et de leur consolidation dans le temps. Le travail conclut qu’il existe une relation entre les différentes phases sociopolitiques du pays au cours de cette période, leur impact sur les propositions budgétaires pour l’éducation et l’envergure de certaines politiques, en montrant qu’au-delà des aspects techniques, les budgets de l’éducation sont substantiellement un instrument fondamental des politiques publiques. Conclui estabelecendo uma relação entre os vários marcos sociopolíticos vivenciados pelo país nesse período, seu impacto nas propostas de orçamento educacional e a magnitude de algumas políticas, mostrando que, além dos aspectos técnicos, os orçamentos educacionais são em essência – um instrumento fundamental das políticas públicas.
