Resumo: Today, the supremacy of the constitutional norm in relation to the other norms of the law, as well as there is no doubt of the the need to submit the state and all social and political forces to the Constitution. The phenomenon of constitutionalism allowed modernity to suppress the government of men by the predominance of the law, inspired by a new way composition of social relations. It turns out that the current world has been learning to deal with the phenomenon of globalization, which brought about a profound change in the traditional conception national and international legal order
