Best practices for organizational learning to stimulate innovation in the Federal Police

Resumo: | This study aims to identify the current good practices of organizational learning in the Federal Police. Studies in organizational learning with a focus on processes in a Public Safety Agency are unprecedented, which is why the present research provides important elements for the strengthening and advances of the Knowledge Management Policy, Human Development Policy and the link of the theoretical field to practical within the scope of the proposed themes. It consists of exploratory and descriptive research, with qualitative approach. As a methodological procedure, bibliographic and documentary research were used. As a result, the good practices in organizational learning already implemented by the Brazilian Federal Police were highlighted, among which the following stand out: a consistent internal regulatory framework, with concepts, guidelines, strategies and governance aligned with the best practices of organizational learning, knowledge management and innovation; the design of integrated institutional policies that presuppose the recognition of the public servant as the main input of the organization; the alignment of continuing training actions with strategic planning, combined with strategies for generating knowledge and encouraging their sharing for the generation of new learning and innovation. Similarly identifies a set of good practices as a recommendation to adopt on this Public Safety Agency. |

Estudos na área de aprendizagem organizacional com foco nos processos em um órgão de Segurança Pública são inéditos, motivo pelo qual a presente pesquisa aporta elementos para o fortalecimento e avanços da política de Gestão do Conhecimento, Política de Desenvolvimento de Pessoal e a aproximação do campo teórico ao prático no âmbito das temáticas propostas. Consiste em pesquisa exploratória e descritiva, com abordagem predominantemente qualitativa. Quanto às técnicas e procedimentos de pesquisa, foram empregadas a pesquisa bibliográfica e documental. Os resultados evidenciam um arcabouço normativo interno consistente, com conceitos, diretrizes, estratégias e governança alinhados com as melhores práticas de aprendizagem organizacional, gestão do conhecimento e inovação; o desenho de políticas institucionais integradas que tem como pressuposto o reconhecimento do servidor como principal insumo da organização; o alinhamento das ações de capacitação continuadas com o planejamento estratégico, aliado às estratégias de geração do conhecimento e o estímulo ao seu compartilhamento para a geração de nova aprendizagem e inovação.
