Bureaucratization and organizational control: the context of large industrial company. preliminary Notes

Resumo: This paper's basic proposition is that contemporary organizational sociology presents, in a paradigmatic way, a methodological bias. This bias is produced by the systematic refusal of organizational theory to take into account the organizational context defined by the structural dimensions of the society at large. In order to illustrate this paradigmatic bias three of the most representative models of contemporary organizational theory are briefly analyzed: the multidimensional, the technological and the institutional approaches. The author suggests, in a wide perspective, a way of reorienting sociological approaches to the organization as an attempt to introduce the original problem confronted by Weber in his theory of bureaucracy: the relationships between, social structure of the society at large and the bureaucratic features of large organizations.

O tema da burocratização constitui certamente um dos principais problemas em tomo dos quais emergiu um corpo significativo de teorias e pesquisas de médio alcance, às quais se convencionou chamar teoria organizacional.   Um exame, mesmo que breve, dessa literatura é suficiente para revelar, a despeito da pluralidade de orientações teóricas que caracteriza esta área, uma certa tendenciosidade metodológica na definição do problema da burocratização organizacional. A característica principal desses estudos tem sido sua ênfase sobre o problema da configuração de dimensões estruturais explícitas ou implícitas da organização, reduzindo, assim, o estudo do fenômeno da burocratização a apenas uma de suas faces: o grau de consistência entre dimensões estruturais e racionalidade. A outra face do problema - a burocratização vista como uma estratégia de controle da força de trabalho no contexto da sociedade industrial - não tem merecido, por parte da abordagem organizacional, um nível de atenção sequer tangencial.
