Resumo: | A large body of theory exists which purposely explains the nature of organizations in general. Little however is postulated specifically about public organizations. To the extent that this statement is valid there really does not exist a theory of public organizations to speak of, in the light of Simon and Barnard's contributions. While the literature on public bureaucracies is abundant, it does not treat them as organizations but as components of the wider political system. This statement discusses the extent to which Chester Barnard and Herbert Simon have contributed to the understanding of public organizations, regardless of whether such contributions can be labelled as public organization theory building, a query which the Author does not want to discuss. |

Esta afirmação é válida na medida em que não há, na realidade, à luz das contribuições de Simon e Barnard, uma teoria das organizações públicas a que se possa fazer referência. Embora seja abundante a literatura sobre as burocracias públicas, nela não são as mesmas tratadas como organizações, mas como componentes do sistema político mais amplo.
