Resumo: The role of the State in the market economy is discussed. The concept of the quality of life is introduced as defined by the pattern of consumption, socio-cultural condition and environmental quality. The subject of cost internalization and the effect of diseconomies caused by water pollution and environmental degradation is analyzed. A structure of managing agencies in which the civil society will participate is proposed.
