National policies for local development: local entrepreneurship and social technologies

Resumo: Brazil is experiencing an impressive grass-root movement which has been led to thousands of economic and social development initiatives. Going far beyond the traditional visions of ¿small is beautiful¿ and alternative technologies, the process is creating a new economic culture: in this view, development is not something you expect to come from outside, either through government or through corporate initiative, but an integrated process of social mobilization. Local authorities, NGOs, community based organizations and other stakeholders are rolling up their sleeves, and generating a new climate of small scale initiatives which are spreading throughout the country. The problem is that the central government continues to underestimate the strength of this trend, and is very shy in creating a corresponding support network. This article presents a few ideas on how central government could help creating cross-fertilization and synergy between those uncountable initiatives.

Este artigo visa dar subsídios para a organização de redes de apoio capazes de gerar efeitos multiplicadores, na linha da chamada crossfertilization, ou interfertilização das iniciativas da área da economia social.
