Resumo: This paper intends to retrace the trajectory of São Paulo's health care plan, in order to characterize: its guidelines; the conceptions of health management in its formulation; the main lines of reasoning that preside it as a form of management; and its potentialities and nega tive aspects. The paper discusses the relationship between the logic of this new kind of health care management and the current health policy issues, including social inclusion, which is fundamental for the achievement of equity in social policies.
