Resumo: After a brief review of health planning in Latin America and its current trends, this article discusses the social and political changes that propose the redefinition of the State's model and the reformulation of social policies. The article compares health reforms in the most important European countries with the proposals for this sector in Brazil, and analyzes the new health and planning aradigms: planning now demands knowledge of how health articulates with social reality, as well as that of the sector's new dynamics.
