Portfolio technique as an aid to strategic decision making in the deregulation of the electric power sector

Resumo: The restructuring of the electric power industry will bring changes in the growth and character of utilities strategic planning. The financial restraints in the last decade has postponed the construction of power plants and transmission lines which must now be built in order to match the energy demand of the country. This will raise questions regarding electricity tariffs. It seems adequate, at this time, to incorporate financial variables in the strategic planning of the companies that will compete in the new market. This paper proposes the ponfolio technique in order to help strategic decisions. Two dimensions are considered - the growth of energy demand and the offer of energy by the electricity company in relation to the total offer of energy by the whole market -, thus leading to a matrix with four strategic options. The paper also proposes a methodology for using suchtechnique.

A postergação dos investimentos, desde a década de 80, demandará um grande volume de investimentosno futuro para a adequação da demanda à oferta de energia. Aquestão tarifária também será central nas decisões de expandir a rede de energia. Há, assim, razões indicando a necessidade de ferramentas que incorporem as variáveis financeiras nas decisões estratégicas das organizações que atuarão no ambiente desregulamentado. Este artigo propõe a utilização da técnica de portfólio para apoiar a decisão empresarial. Duas dimensões, crescimento da demanda de energia (DE) e a oferta de energia da empresa em relação ao total de oferta de energia do mercado, denominada oferta relativa de energia (ORE), são consideradas, conduzindo a uma matriz com quatro opções estratégicas.
